This report summarizes evidence received July 2001 to January 2004 in Senate investigations on the issue of emergency preparedness in Canada. These investigations included hearings, field visits, examination of documents, and a survey of first responders. In volume 1, the first two chapters review threats to Canada and the measures & institutions of the federal government that are in place to respond to such threats. Chapter 3 discusses problems related to the interactions among federal, provincial, & municipal planners & practitioners with regard to emergency preparedness. Chapter 4 identifies a number of problems related to the Office of Critical Infrastructure Protection & Emergency Preparedness such as communications and intelligence co-ordination. The final chapters summarize findings regarding the needs of first responders and the results of a questionnaire survey sent to officials responsible for emergency preparedness in every municipality of at least 20,000 population. Recommendations are made throughout the volume to address the concerns raised, and are also listed at the end. The appendix includes a copy of the survey questionnaire, a list of municipalities that responded, transcriptions of two radio broadcasts on emergency preparedness issues, biographies of committee members, and an index. Volumes 2 & 3 contain detailed responses to the survey from each municipality covering questions on the following: community characteristics & experience with emergencies; risk assessment & response capability; adequacy of emergency response assets; programs in place to help prepare for threats; and provincial & federal assistance expected in an emergency
