Speaker Simpson calls the chamber to order and recognizes Goodlatte for the reading. Inslee questions the version of the Constitution being read. Goodlatte explains that the document will be read as amended and any language that was superseded by an amendment will not be read. Jackson expresses concern that the 3/5th clause will not be read. Goodlatte then yields to Speaker John Boehner who reads the first passage. Each successive speaker is introduced by Goodlatte who, due to the rules of the House, must yield his time as he and he alone, has been recognized by the chair to speak
