The Council of Four kunne ret suverænt beslutte hvordan det nye Europakort efter 1.Verdenskrig skulle se ud, og deres diskussioner og drøftelser og beslutninger fik afgørende inflydelse på hele mellemkrigsperioden og var i høj grad baggrunden for 2.Verdenskrig. The Council of Four (eller: The Big Four, eller The Olympians) bestod som nævnt af de fire statsoverhoveder: Clemenceau for Frankrig, Wilson for USA, Orlando for Italien og Lloyd George for England, med tilknyttede sekretærer: Paul Mantoux for Frankrig, Count Aldrovandi for Italien, og dels Maurice Hankey og dels Robert Lansing for England. Oprindelig bestod det øverste råd af The Council of Ten = heads of State and Secretaries and Ministers of Foreign Affairs for USA, England, Frankrig, Italien, og så to japanske diplomater med ambassadørstatus. Dette Council blev så opdelt i to: the Council of Four, og The Council of Five (eller the Little Five)
