A course was developed as part of the Catholic University of America's Continuing Library Education Project, which was designed to provide present or future library administrators with an understanding of the issues and techniques involved in library automation. The course also can be used by individuals or study groups who are analyzing the feasibility of automation of their library processes or in the process of automating. The course is divided into eight units of study: 1) librarians and automation, 2) computer technology, 3) systems analysis and implementation, 4) marc program, 5) library clerical processes, 6) reference services, 7) related technologies, and 8) library networks. Each unit consists of an introduction, statements of purpose and student behavioral objectives, detailed outline, syllabus and list of references. Over the past 30 years, science has placed great stress on the importance of scientific and technical information (sti) to the individual scientist. The Baker, Crawford, Weinberg, satcom, Greenberger, and Conference Board reports extended this objective by emphasizing the need for new supporting methodology and by pointing up the critical importance of sti to the nation as a whole. A review of the recommendations of these studies and reports and the implications of the new directions of science suggest that we need: (1) a locus of responsibility for making science information policy at the national level; (2) a dynamic, federally funded research and development program; and (3) a voluntary organizational mechanism for coordinating sti activities in the public and private sectors. The office of the President's Science Advisor would be a natural home for (1) a Panel on Science Information Policy responsible for examining sti policy issues affecting the public and private sectors, and (2) an institute with which sti elements in the public and private sectors could voluntarily affiliate. The National Science Foundation's Division of Science Information should be charged with explicit national research and coordination responsibilities for sti, including explicit research priorities consistent with national priorities and the new directions of science. The survey methodology outlined in these guidelines is aimed at helping the professional planner in a developing nation to anticipate user information needs for the population as a whole according to the particular characteristics of his own country. Part of the initial planning and design of a national information system, such a survey must be able to correctly identify the user groups, as well as to discover the particular types of materials and resources that are most suitable and how they could be assembled and organized. Guidelines are provided for two groups of planners. Part a, addressed to policy makers and administrators, is concerned with the analysis of user needs, identification of groups of users, organization of surveys, methods of data collection, and data evaluation. Part b, intended for operating personnel, focuses on similar areas but in more detail, and further considers sampling and response rates, construction of questionnaires, data processing and analysis, and report procedures. The results of research work undertaken by the University of Pittsburg, and the Interuniversity Communications Council (educom), in behalf of the National Library of Medicine on the general subject of biomedical communications and information networks is summarized. The prinicpal purpose of the project is to explore the potential of the new communications technology for the distribution of medical information to physicians in support of their clinical, research, and educational interests. The research indicated that the world of medical information is a multi-dimensional problem. Medical information varies not only as a function of the physician's speciality, education, environment, and personal interests, but also as a function of his relationships with his patients and as a function of time. Major developments in the field of information science and technology are described for the decade 1968-1978, a period when some very important changes occurred. Information is defined as "the messages of human experience"; however, a distinction is drawn between information content and information processing. Reference is made to the recent convergence of computer and communication technology, the impact of on-line systems, the growth of the information profession, and the diversity which exists among information stakeholders today. The trend toward a U.S. information policy is cited and descriptions given of the key reports and publications which led to the creation of a new National Telecommunications and Information Administration in Washington. Also presented are a number of conflicts which exist in present federal policy statements, and a set of principles is proposed to guide the creation of a national information policy. (Author/JPF)
