The Retrospective Conversion (recon) Working Task Force investigated the problems of converting retrospective catalog records to machine readable form. The major conclusions and recommendations of the Task Force cover five areas: the level of machine-readable records, conversion of other machine-readable data bases, a machine-readable National Union Catalog (nuc), an alternative strategy for recon and general recommendations. It is concluded that: 1) full marc (machine-readable cataloging code) format for machine-readable records is needed to distribute cataloging information, but that it is feasible to use less complete records for the nuc; 2) the projected cost of converting other machine-readable data bases are comparable to or less than those for the present per record marc/recon cost depending upon the method of updating; 3) data bases should be ranked by size and completeness of records; 4) standards should be established for reporting the form and contents of data bases; 5) automation of the nuc would cut time and costs and increase access points to the data. A centralized agency is recommended for large scale conversion activity of the retrospective Library of Congress records and other libraries. (Jg)

This report examines (1) the present state of the art of hardware and software applicable to large-scale conversion, storage, and retrieval of retrospective bibliographic information; (2) the organizational and administrative aspects of the task; (3) costs of hardware, software, and manpower; and (4) possible approaches to the timing and funding of the project. The main body of the report examines the various problems involved and explores possible solutions. It is concluded that (1) the marc (Machine Readable Cataloging) service should be expanded to cover all languages and forms of material; (2) conversion for a national bibliographic data base requires standardization of bibliographic content and machine format; and (3) large-scale conversion should be accomplished as a centralized project. Appendices discuss (1) duplication (overlap) in U.S. library collections, (2) actual and planned data conversion activities in selected libraries, (3) a summary of interviews with consultants, (4) the history and future of Library of Congress (lc) catalog records, (5) changes in lc catalog cards, (6) completeness of machine-readable catalog records, (7) format recognition, (8) computer requirements for a national bibliographic service, and (9) staff complement and unit costs. There are two major parts to this book. The first is a study of bibliographic control of microforms, and the second is an extensive annotated bibliography of microforms. The study included a survey of 190 libraries and showed that local bibliographic control of microforms is often so inadequate that usefulness of the microform collection is diminished. Though some national and international tools exist, none has seemed satisfactory. A proposal is made for a national machine readable index which is divisible into a variety of indexes as needed by libraries. The appendixes include a detailed description of such a system, as well as a list of microform statistics and publishers. Also a part of the appendixes, the annotated bibliography of microforms includes catalogs and lists, collections and series, manuscript and archival collections, and reference books. There is an index to the complete bibliography, and a list of publications about microforms. (Ls)
