The report describes and analyzes, on the basis of open Soviet source material, Soviet civil defense doctrine, organization, plans and activities pertaining to post-strike emergency repair and restoration operations. It is noted that Soviet doctrine places great emphasis on measures to assure the viability of essential industrial facilities, utilities, services and transportation in wartime as vital to the war effort and for the attainment of victory. Measures to limit damage from an attack include industrial dispersal, relatively simple hardening, stockpiling of raw materials and parts, as well as the preparation of large civil defense forces to conduct rescue, repair and restoration work in areas damaged by a nuclear strike. Available evidence suggests that considerable work has been accomplished on these measures in recent years although the data also indicate the persistence of various deficiencies. It is noted that the new 20-hour compulsory civil defense training program for the general population, initiated in January 1973, places particular stress on practical training and on raising the level of operational readiness of civil defense formations. A study of a small preliminary sample of 45 interviews of Viet Cong captives and defectors suggests a number of tentative findings. These still have to be checked against a larger collection of relevant interview data and against captured Viet Cong documents. In its present stage, the study seems to confirm the value of many current or planned programs and objectives. The currently available interviews indicate that the Viet Cong are rather vulnerable to various harassing actions, especially from the air, which can have a significant adverse effect on them. This tentative conclusion suggests that harassment should be a major objective of air and ground operations in Vietnam. Specifically, the available interviews indicate that the Viet Cong are especially fearful of detection and attack from the air, and that intensified and continuous air surveillance and harassing activities by day and night are likely to have a major disruptive effect on Viet Cong living conditions, morale, movements, and operations. Changes in target marking and attack patterns and procedures, as well as improvements in illumination techniques, seem likely to result in more Viet Cong casualities and to disrupt their attacks

Blast shelter construction has been an important element of the Soviet civil defense program since the 1950's and has been assigned first priority as a measure for protection of the population in the 1970's. Soviet shelter designs vary according to their hardness, capacity, filter-ventilation system, location (i.e., in basements or detached), and whether built in peacetime or in time of crisis. Various types of radiation fallout covers also exist, providing different levels of protection against radiation. Soviet shelters are equipped for long-term occupancy with regard to ventilation and temperature control, requirements for water and toilets, and food supply which, however, is limited in apartment house basement shelters. Analysis of open Soviet materials and information supplied by human sources indicates that the present Soviet ready shelter capacity in potential target cities is on the order of 50 to 60 percent, or sufficient for some 70 percent of the valuable element of the population, and that the annual shelter construction cost is on the order of 2 billion rubles. The second edition of 'Military Strategy' by Marshal Sokolvskii and others, published in October 1963, contains about fifty pages of new material and numerous changes in the original text. Some of these changes are intended to update the account of Western military postures, to take account of recent world events, or to incorporate the lessons of speeches and publications by Soviet leaders. Others reflect developments in technology, improvements in military capability, or greater realism in considering the problems of war. Domestic and foreign criticism of the first edition evidently has led to a number of revisions. Finally, a few changes may be interpreted as the result of doctrinal developments. It is difficult to say how far any of these revisions were made for the purpose of influencing Western opinion
