En el pueblo de Rancas, el juez de primera instancia, Francisco Montenegro es temido y odiado por sus malas acciones. Un buen día llega al pueblo de Rancas la Cerro de Pasco Corporation, creando mucha confusión en la población, pues presienten los comuneros que serán despojados de sus tierras para entregarlas a la empresa minera norteamericana. Los comuneros eligen a Héctor Chacón para matar al abusivo juez Francisco Montenegro por todo el daño que a cometido. Al cabo de un tiempo llega a Rancas un tren repleto de alambres de púas para cerrar los terrenos de los comuneros que seria de la empresa norteamericana. Los trabajos de cercado que hicieron fue de más de mil kilómetros de largo con el apoyo de la guardia civil, las autoridades y el párroco del pueblo. Los comuneros fueron notificados que desalojen las tierras. Las ovejas que comían pasto en los terrenos cercados fueron degolladas como una muestra de intimidación. La guardia civil emprendió una cacería implacable para captura a Héctor Chacón, el Nictálope, porque se enteraron de que quería matar al juez Montenegro. Los comuneros se sublevan armados de palos, picos y piedras; pero llego la guardia de asalto. El enfrentamiento entre la guardia de asalto y los campesinos fue cruento y desigual. Murieron muchos campesinos al mando de Fortunato, defendiendo sus tierras
