Formulas and procedures which assist in growth projections and budget planning are provided, and possible fundamental changes in the nature of library functions and procedures are considered. The report presents recommendations derived from the synthesis of facts, views, and opinions obtained from sources such as: visits to selected projects and installations, published and private information, and discussions with individuals. In addition to the observations and recommendations, the report directs attention to the initial two findings which point out: (1) The primary bar to development of national level computer-based library and information systems is no longer basically a technology feasibility problem. Rather it is the combination of complex institutional and organizational human-related problems and the inadequate economic/value system associated with these activities; and (2) The quantitative contribution of information to productivity or effectiveness of industry, government, and education is unknown; therefore, the construction of value/cost analysis is severely hampered. This technical plan for developing, managing, and operating a national periodicals center (npc), which was prepared at the request of the Library of Congress, is designed so that it could be used by the Library or any other agency prepared to assume responsibility for the creation of a major periodicals facility. The overall goal of the npc is to improve access to periodical literature for libraries and thus to individuals using libraries (1) by providing an efficient, reliable, and responsive document delivery system for periodical literature, (2) by establishing effective working relationships with the publishing community, and (3) by helping to shape a national library system through its operating policies and procedures. Means of achieving these objectives are discussed in chapters focusing on specific issues: access to npc, NPC-publishing community relationship, collection development, referral system, delivery, technical aspects (preservation, reprographics, collections storage and retrieval, communications, bibliographic control, technical processing, and systems development), site considerations, governance, and management. An implementation plan is also provided. Appendices include an estimate of request traffic, additional communications details, data-processing considerations, estimated load factors, full-time equivalent staffing levels by year, and a bibliography. Initiated by the Council on Library Resources, this study assessed the current level of retrospective conversion and explored the primary issues that need attention if libraries are to convert their bibliographical files to machine-readable form. Data were obtained from a literature review, contact with a number of libraries currently engaged in retrospective conversion, and information gathered from three major American utilities, several service centers, and regional networks. The report is organized in four major sections: (1) an overall framework for analyzing retrospective conversion, including a definition, a brief summary of past efforts to develop a coordinated strategy, a description of current activity, and a look at future developments; (2) major approaches to and library strategies for retrospective conversion; (3) the economics of retrospective conversion and the quest for a national database; and (4) five strategic options for a systematic approach, recommendations for a national strategy, and a proposed implementation strategy.
