This book is designed to meet the needs of experts working on curriculum planning and evaluation throughout the world, with special attention to the needs of developing countries. It presents both a model for curriculum evaluation and practical guidelines for evaluating new instructional materials. Part 1 contains a single chapter that briefly describes models that have greatly affected empirical work in curriculum evaluation and describes some facets of the evaluation approach proposed in this book. Part 2 defines stages of curriculum development and proposes evaluation activities appropriate for each of those stages. These six chapters encompass the whole range of evaluation activities in sequential order, beginning with the decision to develop a new program and ending with the decision to recycle or rewrite an existing program. Part 3 consists of five chapters that describe various methods and strategies applied to curriculum evaluation, focusing on the specific features of those strategies that fit the needs of curriculum evaluation. The chapters in this book address four major concerns in the field of curriculum evaluation. The first chapter focuses on the formative evaluation of educational programs, concentrating on the link between program development and formative evaluation. The second chapter--"Evaluating Curriculum Implementation"--Presents a classification scheme for evaluation studies, and discusses the evaluation of implementation of educational programs. The third chapter considers quantitative and qualitative evaluation and recommends the use of both types of methods. The fourth chapter--"Utilizing Evaluation Results"--reviews factors affecting utilization and problems associated with the use of evaluation results. The sequence of these chapters reflects shifts in the locus of interest among evaluators. The distinction between summative and formative evaluation coincided with the emergence of curriculum evaluation as a separate field in the 1950s. Interest in implementation evaluation increased in the 1960s, when widespread use of qualitative models in curriculum evaluation also began. Utilizing experts' judgment in the process of curriculum evaluation by Arieh Lewy( Book )

The employment of judgment as an evaluation tool at the early stage of curriculum development is advantageous. The reasons why this is so are: (1) writers exhibit more readiness to change elements of the program during the early stages of curriculum development; (2) there is great economic advantage in using such an evaluation tool; and (3) utilization of expert judgment may decrease the time needed for program development. The limitations to the utilization of judgmental data are related to what to judge, specifications and outcomes, specifications and planned activities, planned and actual activities, and actual activities and outcomes. The present paper does not contain a detailed list of questions that may be presented to experts, but rather concentrates on indicating several aspects of the program that can be judged. Four major aspects of the fit of planned activities to the program specifications are content, presentation, learning apparatus, and relatedness to stated objectives. Prediction of future events relate to actual activities, student interest, difficulty level, teachers' reaction, and community reaction. The selection of experts for judging the fit between the program specifications and the planned learning activities should be made on the basis of logical considerations. Three methods of examining the validity of judgmental data are: (1) to quantify the degree of consensus obtained among experts with regard to different issues; (2) the employment of the "shuffle test"; and (3) by experimental validation. This investigation documents the impact of the Van Leer Study, a large-scale evaluation study of achievement in the primary schools of Israel. It is intended to increase understanding of the process of evaluation utilization, showing how evaluation findings and other kinds of information can work together, over time and in a variety of ways, to influence decision making. The Van Leer Study provided a comprehensive review of three major areas: resources and their allocation among the different types of Israeli public schools; student achievement in reading, arithmetic, Biblical studies, geography, and science; and home and school variables associated with achievement. The study was designed for multiple clienteles and was reported in a variety of formats. When released, the evaluation report generated considerable controversy among its major audiences. The ultimate impacts of the lengthy report were that the various groups were led to a closer examination of the issues; that a number of Parliamentary recommendations were made; that a variety of program changes were initiated at the Ministry of Education; that additional research in the form of replication studies and supplementary analyses resulted; and that further study is currently ongoing.
