This study focuses on the changes of organizational structure and instructional programs in the field of higher education in Korea since the fall of the Rhee government in the spring of 1960. Other periods of higher educational development are: Japanese occupation; U. S. Military Government from 1945-1948; and, the Rhee government, from Korean independence to 1960. a final section provides a comparative view of Korean higher education. For example, the ratio of higher education enrollment to estimates of the population aged 20 to 24 is 5.7 in Korea, a higher ratio than such European countries as Spain, Italy, Poland, and Norway. A 24 page appendix provides selected data on institutions of higher education in Korea for 1963. (Author/DJB)

Quality and Qualities: Tensions in Education Reforms is a provocative call for understanding and further exploring the elusive concept of quality in education. Although education quality has acquired high priority in the past few decades, the multiplicity of conceptualizations of quality also reflects the concerns and foci of multiple stakeholders. Coming to an understanding of quality education involves careful analysis of the context from which any particular reform or program emerges and of the continuing struggle to define and achieve it. Two main questions persist: who benefits from particular policies focused on quality? And what are the potential tradeoffs between a focus on quality, equitable distribution of education, and inclusion of various traditional expectations? This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas. Challenges to quality that are given particular attention in the book chapters include changing definitions of quality, high expectations for education and issues with implementation, and the introduction of English as a means to achieve quality in a globalizing world. Special attention is also given to possible actions that support a more equitable education without ignoring the requisite of quality. The final chapter suggests three models/choices for seeking higher quality and guiding the educational future of nations

"In recent years learning theory, personality theory, and clinical research have been among the most vigorously cultivated fields in American psychology. Many workers in these fields have tried to integrate the results of their labor. Some learning theorists have devoted themselves to problems which seem important also for personality theory and clinical psychology. Since the aim of psychotherapy is to produce changes, and the study of such changes is the study of learning, some clinicians interested in psychotherapy have looked to learning theory for help in explaining the development of normal and abnormal personalities and for guidance in building up a theory of psychotherapy. In order to encourage current tendencies leading toward a closer integration of these three branches of psychology, the Department of Psychology of the University of Kentucky decided in the autumn of 1952 to hold a symposium on the relationships among these three areas. The original proposal was made by Dr. Robert E. Bills, who was made Chairman of a Symposium Committee, the other members of which were Drs. Lysle W. Croft, P.L. Mellenbruch, Robert D. North, and Harold Webster. The University administration gave its cordial support to the project, and a number of distinguished psychologists accepted invitations to contribute lectures. The papers here published were presented at the Symposium on March 13 and 14, 1953, before members of the University community and a considerable number of visitors"--Foreword.
