"The Forty-First Yearbook follows the plan of presentation of many previous yearbooks of the Society in the respect that it consists of two parts printed as separate volumes. It is unique in the sense that the two parts were from the beginning planned as companion volumes designed as scholarly expositions of the concepts of different schools of thought with respect to two fundamental issues in educational theory and practice. These issues pertain to the ultimate purposes of education in a democratic society and the nature of the learning process. The projected aims of a social enterprise, even though they may be defined in terms of scientific knowledge, are the expression of a choice of alternatives. The final determination of such aims is the motive of philosophy. The empirical basis of this monograph is intensive case studies of faculty participation in the governance of one large multipurpose state college and two large complex state university campuses. The chapters are concerned with faculty oligarchies (who rules and how), faculty-administrative and faculty-trustee relationships, external constraints on faculty and institutional decisionmaking, decentralization of decisionmaking, and administrative leadership and style. The final chapter supports the principle of representative government, proposes means of strengthening the viability and accountability of academic senates, recommends that faculty members holding divergent views should be included in organs of faculty government, comes down on the side of shared responsibility and authority rather than separate faculty and administrative jurisdictions, and concludes that faculty unionism and collective bargaining may prove to be inimical to governance by joint participation and rational debate. However, the normality of contention and even conflict is assumed, and methods are proposed for institutionalizing conflict. A general political model of decisionmaking is set forth. (Author)

Based on the assumption that Britain is moving toward mass higher education while the U.S. is on the verge of universal access, the three papers in this volume summarize prospective changes in some of the major characteristics of students in the two countries. Forms of British expansion are discussed. One of these is the new 2-year Dipolma of Higher Education that, according to the government's recent White House paper on education, may be designed as a terminal qualification in its own right, or as a basis for subsequent education for teaching and other professions or for degree courses in polytechnics and universities. The Dipolma, it is pointed out, may serve to diversify educational opportunities and introduce greater flexibility in the pattern of higher education; on the contrary, if it is standardized, it may fasten a new rigidity on the system. The final paper points out deficiencies in the planning and coordination of the University and polytechnic sectors, emphasizes the necessity for designing the whole of higher education, and outlines the need to articulate the parts of a comprehensive and diversified system if the British are to plan "the accommodation of future numbers of students, the future balance of work between the sectors, the future types of course and the future academic communities, entirely free from the suppositions of the past." Numerous photos of some of the oldest or unique grave markers are shown. Included are all known African-American cemeteries in the county--which to our knowledge have never been published. We certainly acknowledge the earlier extensive cemetery documentation by the late Franklin Garrett and Vessie Thrasher Rainer.
