We need scarcely note that the topic of this book is the stuff of headlines. Around the world, political, economic, educational, military, religious, and social relations of every variety have a racial or ethnic component. One cannot begin to understand the history or contemporary situation of the United States, the Soviet Union, China, Zimbabwe, South Africa, Great Britain, Lebanon, Mexico, Canada-indeed, almost any land-without careful attention to the influence of cultural and racial divisions. Preparation of this new edition has brought a strong sense of deja vu, with regard both to the persistence of old patterns of discrimination, even if in new guises, and also to the persistence of limited and constraining explanations. We have also found, however, rich new empirical studies, new theoretical perspectives, and greatly expanded activity and analyses from members of minority groups. Although this edition is an extensive revision, with reference both to the data used and the theoretical approaches examined, we have not shifted from our basically analytical perspective. We strongly support efforts to reduce discrimination and prejudice; but these can be successful only if we try to understand where we are and what forces are creating the existing situation. We hope to reduce the tendency to use declarations and condem­ nations of other persons' actions as substitutes for an investigation of their causes and consequences

One crucial step toward an understanding of discrimination against blacks in rental housing is a careful analysis of the landlord's economic incentives. Such analysis does not exist in the literature. This paper develops a model of landlord behavior under perfect competition when both black and white tenants have racial prejudice. This model provides considerable support for open housing legislation and some insight into the design of such legislation. According to this exclusion model, open housing can help eliminate restrictions on the supply of housing available to blacks and reduce the differential between black and white rentals. Open housing will not lead to integration in individual apartment buildings, but this result is due to the prejudice of blacks and whites, not to any deficiency in the open housing approach to discrimination in housing. Furthermore, the exclusion model indicates that open housing will not be a financial disaster for landlords, and that it will not completely eliminate the black-white rent differential for neighborhoods undergoing racial change. Finally, clearinghouses for apartment information, which significantly lower landlords' incentives to discriminate, will increase the effectiveness of open housing legislation. Several ways to improve the effectiveness of open housing legislation are derived. (Author/JM)
Racial prejudice and locational equilibrium in an urban area by J. Milton Yinger( Book )

Racial prejudice is said to influence strongly the locational decisions of households in urban areas. This paper introduces racial prejudice into a model of an urban area and derives several results about residential location. A previously developed long-run model of an urban area adds a locational dimension to a model of the housing market under perfect competition. The solution to such a model is a set of prices and quantities that, in addition to satisfying the usual profit and utility maximization conditions, ensures that no firm or household will have an incentive to change its location. The main theoretical contribution of these models is therefore a locational equilibrium condition, which is the price per unit of housing services, expressed as a function of location, that ensures that no one will have an incentive to move. The paper examines the demand side of this type of model in some detail and shows how a simple formulation of racial prejudice affects the locational equilibrium condition. In particular, housing price functions are derived that lead to locational equilibrium for prejudiced whites and for prejudiced blacks. These functions are combined to obtain a condition for racial equilibrium such that neither blacks nor whites will have an incentive to move. (Author/JM)
