After serving 23 years in prison Milgaard was exonerated and compensated. The Commission on First Nations & Metis Peoples and Justice Reform was established in 2001 to identify efficient, effective, & financially responsible reforms to the justice system in order to reduce offending & victimization, leading to reduced incarceration and safer communities for First Nations & Metis peoples in Saskatchewan. The Commission's final report in 2004 made recommendations addressing a number of issues including leadership, crime prevention, victimization, restorative justice, policing, justice institutions, and racism. This publication first reviews the circumstances of Aboriginal peoples in the province, then presents an action plan in response to the Commission's recommendations in the following areas: dealing with underlying causes of crime, increasing involvement of Aboriginal citizens & organizations in justice processes, using alternatives to court & incarceration, and improving justice system responses.
