In discussing the prospects for success of SALT II, the author maintains that any truly significant future agreement will have to focus primarily on arresting certain key qualitative features of offensive strategic weapons, i.e., a ban or limitation on MIRV. Because of verification problems, such an agreement would be difficult to enforce. However, seismic verification techniques have now improved to a point where nuclear testing relevant to strategic warhead developments can reliably be picked up and verified. Thus, in the interest of progressing toward strategic weapon limitations, the problem of warhead development should be moved to the nuclear test ban conference table at Geneva, where, if halting all nuclear tests appears impossible, it may be possible to place a threshold on underground tests pertinent to MIRV progress. If the United States and the Soviet Union were to agree on a Threshold Test Ban Treaty, and other nations would become parties to it, the proliferation of strategic nuclear forces could be curtailed

Argues for consideration of substantially lower prompt radiation dosage requirements in U.S./NATO tactical nuclear weapon selection, based on hitherto neglected operational and political considerations and an examination of published Soviet military doctrine. The greatest risk in not selecting lower dosages is not that military effectiveness may be too low, but that permission for use may be denied by political authority--and the larger the weapon yield the greater the risk of denial. Moreover, dosage requirements are set unrealistically high in the sense that delayed casualties and damage to equipment are not taken into account. Enhanced radiation warheads, which can be substituted for fission warheads ten times larger with the same radiobiological effectiveness, offer significant prospects for reduced collateral damage

The current Administration is on record as favoring a "comprehensive test ban adequately verified." U.S. policymakers, however, tend to view "adequacy" as a negotiable quantity and "verification" as a process that can be rationalized to suit arms control policy objectives. U.S. national security policies make it easy to show that "adequate verification" is essentially at hand. So far, nuclear arms control negotiations have produced no tangible results toward reducing nuclear stockpiles or the probability of nuclear war. Moreover, there is fair evidence that the Soviets share neither our control aspirations nor our nuclear policies. Yet the United States continues to seek ways to restrict its nuclear stockpile

The report describes a simple, maintenance-free, and highly versatile source of illumination based on the familiar principle of the glowing watch dial. A nonhazardous radioactive substance mixed with a fluorescent material and encased in transparent material such as glass or plastic could be shaped and placed in almost any desired fashion. Appropriate, long-lived radioisotopes are available at reasonable cost. Specific applications are suggested for counterinsurgency operations in Vietnam. (Author)

A scheme is presented for using directed, high-intensity light flashes to reduce the efficiency of Viet Cong night attacks. The flash intensity required is estimated and the physical components of the system are described. The system would be basically simple in nature and probably could be operated by indigenous personnel. Its cost would be low. The components consist essentially of a primitive reflecting system, a stockpile of cheap flash charges, and a mechanism to ignite the charges. (Author)
