The microwave spectrum of XeOF4 was investigated in the region of 20-40 kMc with a conventional Stark modulated spectrometer. Transitions were observed for five naturally-occurring isotopes of xenon in the 016 species and for two of these isotopes in an 018 enriched sample. The simplicity of the spectrum and its first order Stark effect are characteristic of symmetric tops. From the rotational constants of the various isotopic species the structural parameters, based on a C4v model, were calculated. The xenon-oxygen bond appears to be a little shorter in XeOF4 than in crystalline XeO3 for which X-Ray methods give 1.76 A. This is consistent with the force constants measured for the two compounds: 7.10 md/A for XeOF4 and 5.66 md/A in XeO3. (Extracted)
The reliability of the hellmann-feynman theorem for approximate charge densities( Book )

A spherical atom is a uniform external field and the long-range interaction of 2 molecules are examples illustrating the unreliability of the Hellmann-Feynman theorem when applied to systems described by approximate wave functions or charge densities. However in the 1st case a wave function correct to 1st order in the perturbing field, and in the 2nd case a wave function correct to 2nd order in the mutual interaction, will yield the correct force. For spherical atoms in an external field, the contribution of the continuum states to the electronic screening of the field is very large, 54% for H and about 72% for He. From this case also one can evolve general considerations concerning the use of effective nuclear charges in electrostatic force calculations. In the general case it is shown that for a system submitted to a given perturbation the wave function correct to order n, or the corresponding charge density, yields the force correct to order n and to order n only. This result leads to a brief comparison of the HellmannFeynman procedure and the variational meth d. (Author)

The microwave spectrum of propionaldehyde, was investigated in the frequency region 8-38 Gc. The existence of two stable rotamers has been demonstrated. The cis rotamer, in chich the four heavy atoms are coplanar, is more stable by 900 = 100 cal/mole. An approximate treatment of the coupling of the -CH3 and C-C torsional motions in the cis rotamer is presented. Using this treatment the barrier to internal rotation in the cis rotamer is found to be 2280 = cal/ mole. The dihedral angle in the higher energy, gauche, rotamer is about 131 degrees. Evidence is given for coupling of the C-C torsional momentum and overall rotational angular momentum in the gauche rotamer. Other aspects of the spectrum are also discussed. (Author)
