A bilingual person has command not only of the language but also of the cultural context of the two backgrounds. Thus the need to support the ethnic language and its speakers becomes a need to support multilingual skills. Multiculturalism is concerned with total cultural orientation rather than only language. International education is designed to transmit both language and cultural identity. (Sw)
