Contrairement aux apparences, dont Jean de Salisbury voudrait précisément écarter le lecteur une fois pour toutes, les Livres VI et VII du Policraticus constituent une unité bien soudée dans la mesure où, même si l'art militaire semble ouvrir le Livre VI, et en dépit des anecdotes militaires, qui jouent sur la métaphore du corps humain, c'est bien, d'un bout à l'autre du Livre, d'un plaidoyer en faveur de la force d'âme et de la vertu en général qu'il s'agit ; et c'est, en fait, le même thème qui est repris et analysé dans le Livre VII à l'appui des philosophies antiques, mises à l'épreuve de la vérité christique. En somme, la métaphore du corps n'était pour Jean qu'une manière habile de mettre en évidence la fragilité des constructions mentales qui ne dépassent pas le point de vue étroitement humain, avec, en filigrane, la volonté acharnée de montrer les faiblesses du gouvernement d'Henri II Plantagenêt, et de mettre en garde contre certaines déviances le véritable dédicataire du Policraticus, à savoir le chancelier Thomas Becket. Achever le Livre VII sur la notion de liberté, une liberté pratique ayant forcément une incidence sur la vie de l'homme politique et sa manière de gouverner, n'a rien d'un geste innocent quand on sait comment finira le Livre VIII, qui clôt le Policraticus par une longue argumentation sur le tyran et la tyrannie (chapitres 17-23). Bien plus significatifs encore sont les derniers propos du dernier chapitre du Livre VIII qui donnent une résonance nouvelle à la liberté qui, d'une certaine manière, prend sa source dans la charité, notion qui jalonne l'ensemble du Livre VII. En fin de compte, charité et liberté sont les maîtres mots qui couronnent la vision du monde de Jean de Salisbury et que Charles le Sage avait déjà inscrits dans son coeur. Autant de notions que le traducteur, pour des raisons personnelles, et pour le compte de son roi, Charles V, s'attache à mettre en valeur dans une langue, le moyen français, qui ne cesse de s'ouvrir à de nouvelles réalités politiques, sociales et culturelles
