Wallace, a senior protestant barriester, here anonymously addressses Richard Wellesley, Lord Lieutenant of Ireland 1820-8 and 1833-4. Wallace argues that non only was Orangeism pernicious in Irish society by organising on an explicitly and rigidly sectarian bases, but that it was also seditious and illegal given the form of its oaths, its secrecy, and its power to corrupt justice by ensuring aquittal or leniency when magistrates was of particular conern as it corrupted the state. He provides a valuable 23-page appendix reprinting the Orange Order 1820 rules and regulations, together with Ribbonman's others, ribbon regulations, etc
