Analyse : Etude de deux périodiques libéraux entre 1817 et 1820, le Mercure et la Minerve. L'auteur examine le jeu d'intimidation réciproque que la rédaction (Benjamin Constant, Aignan, Dumoulin, Etienne, Jay, Jouy, Lacretelle, Tissot, Pagès, Saulnier) joue avec le pouvoir (ministères Richelieu, Dessoles-Decazes, Decazes). Il montre qu'au gré de la conjoncture politique variée (débat sur la loi électorale, la liberté individuelle, la liberté de la presse, le budget, les emprunts, le code pénal, le Concordat, etc.) le même combat impitoyable sous-tend tous les articles : promouvoir, contre les ultras, une nouvelle France bourgeoise, libérale et industrielle, partant de l'héritage révolutionnaire épuré de ses excès.
