Both sections of this report are based on information supplied by members of the National Association of State Universities and Land Grant Colleges (nasulgc) in response to a questionnaire sent out in the summer of 2000. nasulgc sent the survey to the office of institutional research at each member campus and system. Responses were received from 96 member institutions and 10 university systems. Many institutions sent their most recent economic impact reports and other information to supplement their questionnaire responses. The report makes no attempt to compare the impact of individual institutions or to arrive at cumulative figures about the total economic impact of the responding institutions because different criteria were used to calculate the direct and indirect economic effects of their operations. Data clearly indicate that state-supported institutions of higher education remain powerful engines for economic stability and growth. The average return on every $1 of state money invested in a nasulgc institution is $5. The mean annual institutional spending is $284 million, and some institutions' budgets reach a billion dollars or more. Fore very $100 spent by a member institution, its employees, visitors, and students spend another $138 of their personal funds. The mean number of jobs at nasulgc member institutions was found to be 6,562 (not including part-time student employees). The economic payoffs from college graduates and the research revenue and spending are also noted. Part 2 contains highlights of the reports from member institutions. (Contains 20 figures.) (Sld)

Problems and practices in financing and managing research equipment are assessed, based on visits to 23 college, government, and industry laboratories and meetings with over 500 scientists, and college, government, and industry representatives. The following concerns are addressed: possible changes in federal/state laws, regulations, or policies to improve the acquisition, management, and use of academic research equipment; ways colleges might improve the way they acquire, manage, and use research equipment; possible revisions to tax incentives for industry donations of research equipment to colleges; and alternative methods of direct federal funding of research equipment. Recommendations cover the federal government, the states, the universities, debt financing by universities, and private support for equipment. Information is included on: loan subsidy programs, federal instrumentation programs, regulations for 10 states, and 20 state statutes authorizing bonds to fund college facilities. Appendices provide examples of debt financing and equipment donations, information on debt financing instruments, and data on 1953-1983 research and development expenditures at colleges by source of funds, and 1982 and 1983 fund expenditures for research equipment at colleges by science/engineering field and source of funds. Student aid and public higher education : a progress report by Jacob O Stampen( Book )

The distribution and impact of student financial aid at public two-year and four-year colleges and universities in 1981-1982 were investigated. A total of 226 institutions and about 12,000 student aid recipient records were evaluated. Findings include the following: in 1981-1982 about $6.6 billion in student aid was distributed to about three million students; overall student aid recipients included about 31 percent of the total headcount enrollment at public colleges; about 2.1 million of these students received need-based aid, from at least one federal, state, or institutional program; about 800,000 other students received aid classified as "non-need-based," largely federally Guaranteed Student Loans; almost 4 out of 10 need-based aid recipients were self-supporting students, and about 8 out of 10 of these had incomes below $9,290; among the majority of need-based aid recipients who received assistance from their families, the average family income was $16,500. Information is also provided on the distribution of aid among different types of students and by type of institution, distribution of aid by geographic region, and origins and types of aid. Appendices include information on the research methodology, a summary of major student assistance programs, a list of participating institutions, and a questionnaire. (Sw)
