The Recommended Action Plan is one in a series of interim documents for the Rural Applications of Advanced Traveler Information Systems (ATIS) project. Based on the investigation of user needs, a technology review, and concept development and assessment, the plan suggests a recommended direction for Intelligent Transportation Systems (ITS) deployment in rural and small urban areas (less than 50,000 population). Visions for deployment, developed by the project team, suggest a logical strategy that could be taken by the Federal Highway Administration (FHWA), the public and the private sector to bring concepts from infancy to full deployment. These concepts fall into three categories defined through the user needs assessment: Emergency Response, Safety and Hazard Warning, and Traveler Services Information. This document also identifies and evaluates 25 specific action items that could be initiated by FHWA to promote and develop rural ATIS

The User Needs and Technology Assessment Report is one in a series of interim documents for the Rural Applications of Advanced Traveler Information Systems (ATIS) project. The document describes the research design and findings from rural traveler surveys to identify and prioritize traveler information needs in rural and small urban areas (less than 50,000 population). Findings are presented relating to the design of a simple yet accurate technique for measurement of vehicular delay on the approach to a signalized intersection. Precise definitions were established for four measures of performance; stopped delay, time in queue delay, approach delay, and percent of vehicles stopping. Approach delay was selected as being the most representative of intersection efficiency. Four manual methods were tested in the laboratory using film taken at 10 intersections. The values thus obtained were statistically compared with true values from time-lapse photography. The point sample, stopped delay procedure, and the percent of vehicles stopping method were selected as the most promising methods for practical use and were performed in the field at three sites

This study developed a planning process that highway agencies can use to objectively select the most effective work zone traffic control strategy for each project. Seventeen state and local agencies were reviewed for information concerning existing practices in work zone planning. It was found that work zone traffic control strategies were selected mostly on the basis of subjective judgment. Using existing and new data collected in this study, quantitative procedures were developed for estimating accidents, delays, stops, fuel consumption, operating costs, air pollution, and cost of traffic control. Case construction costs were presented. This Technical Report describes the research performed and the significant results of the study

This report describes a method of determining the need for a traffic signal using site-specific information on gaps in the major road traffic. Formulas relating delay to the ratio of side street volume and gaps available on the major road (analagous to the volume/capacity ratio) were derived from data collected at 43 intersections using automatic gap counters. The formulas were further validated at 18 intersections. The results show that the volume to gap ratio is an accurate estimator of side street delay and that the gap based warrant is an accurate indicator of signal need when compared to engineering judgement. The method consists of collecting the number and size of gaps during a four hour period using a modified volume counter or commercially available gap counter. Using known information about driver gap acceptance, the gap data is converted to an equivalent number of adequate gaps (known as the gap availability parameter). The side street volume and gap availability parameter are plotted on an analysis diagram which shows average side street delay. If the average side street delay exceeds the threshold value of tolerable delay for the community (e.g., 25 seconds per vehicle) then a signal may be warranted. Gap-based signal warrants for peak hour conditions and pedestrian considerations are also included
