In the economic sphere the World Trade Organization brought development issues to the fore, while the Rio summit, Kyoto and Johannesburg raised hopes that the environment would emerge as an issue for all nations. But the rejection of Kyoto by US Predisent George W. Bush and the 11 September 2001 terrorist attacks have redefined multilateralism.
