Mosby responds to an editorial by a Mr. Hood, discussing the "negro policies" of Cleveland, McKinley and Roosevelt and saying "I made no defense of Roosevelt's negro policy - nor any attack on Cleveland's or McKinley's - I only said I could see no differences except that Cleveland invited a negro [Frederick Douglass] & his wife to a card reception to meet his white guests on a footing of equality while Roosevelt lunched alone & privately with Booker who happened to call just as he was going to lunch.

The collection contains five scrapbooks compiled by John S. Mosby of Warrenton, Va., while commanding the 43rd Virginia Cavalry Battalion of the Confederate States Army, as a special agent for the U.S. Interior Department, and as U.S. Consul in Hong Kong. Collected materials written by or about Mosby also concern generals Robert E. Lee and James Ewell Brown Stuart at the Battle of Gettysburg, 1863; the first Battle of Bull Run, 1861; annexation of the Philippines by the United States; and coaling stations for ships of the U.S. Navy.

These items consist mainly of correspondence, but various documents and newspaper and magazine clippings are included. The majority of the letters written by Payne are file copies in his handwriting. Many of these, in addition to the other items, have Payne's notes relevant to the contents. Many of the records dated subsequent to 1866 concern duels.

Mosby writes concerning embezzlement of over $100.000 by his predecessor David H. Baily in the consular service in Hong Kong. He claims that Baily was appointed through the influence of George F. Seward and calls for a Congressional investigation.
