The Index provides comprehensive access to 18 Chicano periodicals which were retrospectively indexed through October 1978. All material within the periodicals was indexed except photographs and advertisements. Periodicals were selected from academic journals, general consumption magazines, and humanities journals. The Index consists of three main sections: Thesaurus, Subject Index, and Author/Title Index. Arranged in a structured format, the Thesaurus lists terms and relationships among them. The Thesaurus consists of three segments: Alphabetic (an alphabetical listing of terms in the hierarchy together with cross references to other acceptable terms and scope notes clarifying ambiguous terms); Permuted (an alphabetical index which displays on a rotating basis each keyword of a multi-word term); and Hierarchical (an alphabetic array of all the "Broadest Terms"). Arranged alphabetically by subject term and author, the Subject Index contains full bibliographic information (author, title, source, pages, etc.). The Author/Title Index is arranged by interfiling authors and titles alphabetically. The Index also includes a key which lists the short form of the journal title as it appears in the Index, the publishing dates for the periodical title, the complete title, the publisher's address, and the institution at which the journal was indexed. With the growth of computer technology, bibliographic data bases have developed into sophisticated online research tools. The major data bases are produced by abstracting and indexing (a&i) publishers. Vendors purchase the a&i publishers' machine readable tapes, then sell computer access to the tapes to information based organizations such as libraries, which in turn sell access to individual users. However, bibliographic data bases cannot necessarily provide better access to Hispanic materials than traditional catalogs and indexes, since so much literature by and about Hispanics is produced outside the established publishing industry and is not controlled by indexing and other standards. The use of Selective Dissemination of Information services may improve access to Hispanic studies. The Hispanic Consortium may also decide to undertake direct searching of commercially available data bases. For the Hispanic researcher, careful vocabulary control and selection of an appropriate data base are essential. To determine which data bases generally contain relevant information and which index terms are most commonly used, 35 data bases were searched, employing terms often used to describe Hispanic population in the United States. A lengthy appendix contains a subject description of each data base in the study. (Sb)

Thesaurus considerations for a national Hispanic data base : a report by Richard Chabrán( Book )

Monographs, periodical literature, documents, unpublished reports, and non-print materials in both English and Spanish would be included in a proposed Hispanic data base built around an initial 15 contributing collections totalling an estimated 100,000 items. Because users would employ indexing terms to access the data base, a thesaurus is essential for vocabulary control. Thesaurus guidelines are needed to control syntactical, semantic, and generic problems. The thesaurus, produced and updated by computer, would be organized in four sections: a principal alphabetical display of all terms supported by a rotated display, a hierarchical display, and a descriptor group display. Thesaurus updating, use, and personnel training should be managed in a manner similar to that of eric. Instead of creating an entirely new thesaurus or accepting unchanged one of six relevant existing thesauri, the Chicano Thesaurus should serve as a baseline document and certain areas should be developed in greater detail. A list of tasks leading to revision of the thesaurus is included, along with a bibliography. (Sb)

Sixteen Hispanics representing various academic, library, and related professional research fields met November 30 and December 1, 1978, to determine if sufficient need and interest existed to warrant the formation of a consortium to develop a comprehensive system for accessing Hispanic materials. Major issues addressed by the conference included: inconsistent terminology used to identify Hispanics; incomplete data bases; variable and often prohibitive costs of accessing data bases; identification and profile of relevant data bases; and hardware and software selection. The most significant consensus reached by participants concerned the need for an exploratory study for six months to pursue the consortium concept. Conferees agreed that the pilot study should be conducted to explore current methods used for handling different types of materials and to determine the full range of potential users. They agreed that both English and Spanish language materials should be included in a national data base and that access to materials should be made in a bilingual format. (Sb)
Hispanic Bibliographic Projects: A Survey by Richard Chabrán( Book )

Thirty-four Hispanic bibliographic projects were surveyed to determine possible members of a consortium that could establish a Hispanic data base. Sixty-five percent of the projects focus on Hispanics in the United States ("primary" projects), thus filling a need not met by traditional bibliographic institutions. Most have professional and non-professional bilingual staff and generally provide a wide range of services for local Hispanics and some researchers. Collections, either general or specific, include monographs, dissertations, periodicals, and government documents, usually catalogued by the Library of Congress system. Materials are accessed physically--or by circulation, interlibrary loan, or reference services. Usually associated with institutions of higher learning, the projects receive state funds. Facilities and equipment are often inadequate. None of the projects has complete Hispanic resources nor comprehensive bibliographic indexes for its collection. A Consortium of Hispanic Projects is needed to establish a comprehensive bibliographic tool to maximize access to the materials collected by the projects and by other relevant data bases. Consortium membership criteria include: primary project status; one professional staff member; a catalogued collection of at least 2,000 items in a set location; and a willingness to support the consortium.
