Official French version of Continental Congress resolve, Annapolis, Md., 1784 May 29, issued for the apprehension of Chevalier de Longchamps, a French citizen, concerning his assault upon François Barbé-Marbois, Consul General of France. The incident, the Barbé-Marbois affair, was important in constitutional law. The lack of any provision to protect foreign citizens and diplomats posed a threat to the foreign relations of the United States. The case, as it came before the Pennsylvania courts, Respublica v. De Longchamps [1 U.S. 111 (1784)] is thought to have played a key role in the inclusion of Article I, Secion 8, Paragraph 10 of the Constitution, which states: "The Congress shall have power ... to define and punish piracies committed on the high seas, and offenses against the Law of Nations."
