Davidow reviews recent history of Latin America and describes the gradual change to more rational democracy in some countries. He warns of the dangers which continued endemic poverty poses to the success of democracy, and describes how street crime, violence, drugs, corruption and terrorism present huge challenges to the success of the common people of Latin America. Davidow suggests that unless governments pay more attention to education, poverty relief, and elimination of corruption, Latin America will not make the jump to full democracy, taking its rightful place on the world stage any time soon. They must begin to relieve the extreme poverty so that their citizens no longer feel rejected and uncared for by their governments
