A summary is given of the current state of knowledge concerning the analysis of data arising from Weibull populations. Five different parameterizations which have been used by various authors are given, and the relation of the various sets of parameters to each other and to the mean and the variance is explored. It is shown that the standardized cumulants are functions only of the shape parameter. An auxiliary table is given of the mean and the variance of a Weibull population with location parameter 0 and scale parameter 1 and of the standardized cumulants gamma sub k (k = 3,4 ...,8), all for shape parameter m = 1.1(0.1)10.0. The theory is developed for tests of hypotheses concerning the mean and the variance of a Weibull population, based on the WeibullZ, WeibullT, and WeibullV statistics, which are analogues of the normalz, Studentt, and (chi square)/(degrees of freedom) statistics, respectively, the difference being that the underlying distribution is Weibull rather than normal. Percentage points of the WeibullZ statistic are worked out by use of the CornishFisher expansion technique and similar results for the WeibullV and WeibullT statistics are obtained by means of a Monte Carlo simulation. The percentage points are tabulated for all combinations of the above values of m; sample sizes n = 2(1)40, 48, 60, 80, 120, 240, infinity; and cumulative probabilities P = 0.005, 0.01, 0.025, 0.05, 0.1, 0.25, 0.75, 0.9, 0. 95, 0.975, 0.99, 0.995. Examples illustrating the use of the tables are given

The statistical theory of extreme values (weakestlink theory) plays a very important role in studies of the size effect; competing theories include the energy theory and the technological theory. Summaries are given of relevant publications identified in the course of a literature survey on the size effect. Since this survey was motivated by concern about the reliability of large composite aircraft structures, which are now coming into use, special attention is given to the size effect on composite materials and structures. A very important problem in mathematical statistics is that of finding the best linear or nonlinear regression equation to express the relation between a dependent variable and one or more independent variables. Given are observations, each subject to random error, greater in number than the parameters in the regression equation, on the dependent variable and the related values of the independent variable(s), which may be known exactly or may also be subject to random error. Related problems are those of choosing the best measures of central tendency and dispersion of the observations. The best solutions of all three problems depend upon the distribution of the random errors. If one assumes that the values of the independent variable(s) are known exactly and that the errors in the observations on the dependent variable are normally distributed, then it is well known that the mean is the best measure of central tendency, the standard deviation is the best measure of dispersion, and the method of least squares is the best method of fitting a regression equation. Other assumptions lead to different choices
