Copies of seven letters and papers concerning a projected scheme to establish a private company to discount seamen's tickets, the government notes with which seamen were generally paid because of the Treasury's chronic shortage of money. The documents include a letter from Thomas Herbert, Earl of Pembroke and Montgomery, the Lord High Admiral, sending the draft bill to the Navy for comment; a copy of the draft bill; the Board's reply detailing their objections; extracts from a report of 1694 on tickets and "runaway" seamen; a second letter from the Lord High Admiral asking the Board to reconsider in light of answers from the projectors; the Board's further letter of reply; and their "particular Replications to the Answers"
