Wirt outlines the history of negotiations between the U.S. and the Cherokee Nation to establish the fact that the Cherokee Nation is a sovereign state with its own laws and that it is not within the jurisdiction of the State of Georgia. Wirt goes on to say that Georgia's actions are unconstitutional and in violation of solemn treaties made by the United States
