Under Section 205 of the Municipal Government Act (MGA), Council must by bylaw establish the position of Chief Administrative Officer (CAO). Every Council must appoint one or more persons to carry out the powers, duties and functions of the position. In doing so, Council recognizes its fundamental role of setting policy and allowing administration to implement the policy. Typically, the CAO is the only employee of Council, and is the connecting link between Council and municipal operations. A CAO must assist Council in arriving at decisions and arrange for the efficient execution of those decisions by municipal staff. Most Councils rely on the CAO to ensure an appropriate decision making process is developed and used, staff performance is regularly reviewed, appropriate training is provided, the organizational health is maintained, and all reasonable steps are taken to run the organization professionally and within approved Council policies and the limits of government legislation. This discussion paper is intended to seek public input into the proposed new regulation. It begins with background on the new regulation and then discusses four issues on which public input is sought: the status of non-profit seniors' housing facilities; the status of charitable and benevolent facilities that primarily assist local residents; exemption access requirements for ethno-cultural association facilities; and the application requirement for certain non- profit groups. This manual contains detailed descriptions of the steps required to satisfy the legislative requirements relating to the various tax recovery processes. It also contains flowcharts and checklists that highlight the main steps and timelines. The manual also includes the various forms that may be required by Alberta Land Titles or the Personal Property Registry. Sample letters and tax agreements are also provided. Alberta Municipal Affairs is monitoring the Municipal Government Act and its regulations to ensure that the best possible framework exists to support local decisions and solutions in the province. As part of this commitment, the dept. is currently reviewing a number of taxation and assessment regulations. This document proposes to streamline the assessment process through the consolidation of five regulations (Standards of Assessment, Assessment Equalization, Assessable Property, Property Tax Exemption, and Linear Property Tax Rate) and proposes a number of amendments to address issues and concerns raised by stakeholders. The amendments are proposed and discussed in the following subject areas: agriculture, industrial property, equalized assessment, and general topics. Questionnaires for public response are included.
