The American college presidency is examined, with attention to characteristics of those who become college presidents, how long they serve and where they go after leaving the presidency, and internal/external factors affecting their performance. The analysis is based in part on 800 interviews with presidents, their spouses, and other close associates that were undertaken for a 1984 report, "Presidents Make A Difference: Strengthening Leadership in Colleges and Universities." Brief notes on 24 college presidents illustrate the diversity of these leaders. Reasons presidents give for seeking/accepting and refusing presidencies are identified. The book also considers: experiences of new presidents; similarities between college presidents and corporate executives; general responsibilities of the executive group and board and core responsibilities of the president; skills required of the president; strategies and styles employed by presidents; historical trends affecting the presidency; external influences such as public regulation; internal influences such as student and staff input; four presidential models; and the context of 11 types of institutions. The report describes the functions of multicampus systems of higher education in the United States, considers their growing importance, identifies common concerns, and presents ideas for addressing those concerns. It is based on interviews conducted during 1991 and 1992 with administrators, faculty, trustees, and other experienced professionals, at four systems: the University of California, the University of North Carolina, Kansas Board of Regents institutions, and the Maricopa County Community College District (Arizona). Sixteen "good ideas" for governance, adaptable to other systems, are discussed: protecting education and research from undue outside pressure; leaving coordination and control of academic affairs in faculty hands; encouraging intercampus cooperation in program development and operation; assigning principal responsibility for certain programmatic or administrative tasks and activities to one lead campus; allocating programs systemwide among campuses; ensuring open communication at all levels; consulting with administrative councils on all campuses; communicating the benefits of higher education support directly to state legislators and citizens; centralizing relations with state and federal governments; preserving campus flexibility when centralizing; centralizing admissions; establishing campus boards of trustees; maximizing local budget control; decentralizing physical plant decisions; raising funds as a campus activity; and continually revitalizing leadership. The American institution of Academic Boards of Trustees is examined, with attention to their operation and conduct; their importance to the effective functioning of American higher education; whether their roles are subject to erosion over time; and their relationship to the college presidency. The analysis is based partially on interviews conducted in previous Association of Governing Boards of Universities and Colleges (agb) studies on the college presidency, and returned survey responses (n=1,400) on board operations from board chairs, presidents and heads of campus faculty organizations who were serving in 1987. The monograph covers various aspects of the operations of the boards of trustees, including their functions, their historical development, and trends. A number of evaluations are made, major problem areas are identified (such as drawing the line between what the board does and what the president and other administrators do) and 22 recommendations are advanced. The appendixes include the following items: (1) a list of participants; (2) the questionnaire itself; (3) various documentation, including reports relating to the board of trustees; and (4) a 12-page annotated bibliography.
