Atomic ions which are stored in electromagnetic fields are an example of nonneutral plasmas. Laser techniques allow control of plasma angular momentum and provide plasma cooling to temperatures much less than 1K. Using imaging techniques, plasma spatial information is achieved. Laser spectroscopic techniques allow measurement of plasma velocity distribution functions. Liquid and solid behavior of ion plasmas is studied. We investigate, theoretically and experimentally, ways to generate quantum mechanically correlated states between ensembles of atomic particles. The theoretical goals are: determine the best correlated states for particular applications and devise ways to generate these states and ways to measure them. The experimental goals are: demonstrate the increase in signal-to-noise ratio in spectroscopy using correlated particles, and apply stimulated Raman transitions for generation of the correlated states on transitions of general interest including microwave and optical transitions

The method of ion storage provided a basis for excellent time and frequency standards. This is due to the ability to confine ions for long periods of time without the usual perturbations associated with confinement (e.g. wall shifts). In addition, Doppler effects can be greatly suppressed. The use of stored ions for microwave frequency standards and the future possibilities for an optical frequency standard based on stored ions are addressed
