The decline to low fertility in the 1930s during Europe's first demographic transition was propelled by a concern for family and offspring. Behind the second transition is a dramatic shift in norms toward progressiveness and indivualism, which is moving Europeans away from marriage and parenthood. Cohabitation and out-of-wedlock fertility are increasingly acceptable; javing a child is more and more a deliberate choice made to achieve greater self-fulfillment. Many Europeans view population decline and aging as threats to national influence and the welfare state. However, governments outside Eastern Europe, except for France, have hesitated to try politically risky and costly economic pronatalist incentives

Western Europe has become an "epicentre" of international migration. Theoretical considerations about the onset and persistence of international migration flows suggest that major inflows over extended periods would result if the migration process would be allowed to unfold in a natural fashion. However, massive migratory inflows would put severe strains on the receiving countries and, consequently, the governments will resist them. A systematic examination of current "entry gates" in this article shows that these gates have already narrowed down considerably. From that perspective mass migration does not, at the moment, seem to offer a serious threat to Western Europe's borders or stability. Nevertheless, it is said that for the longer term a largely administrative response to the phenomenon of increased migration pressure is likely to be inadequate
