This volume contains the proceedings of the III World Congress on Migration, organized by the Pontifical Council for the Pastoral Care of Migrants and Itinerant People held in the Vatican on 30 September - 5 October 1991. The volume contains 13 speeches given at the meeting and the final document. Among the speeches, Pope John Paul II spoke on the need of governments to establish policies to protect the dignity and provide for the needs of migrants. Pope John Paul called for recognition of migrants' human rights and respect for their dignity as persons. Monseigneur Giovanni Cheli and Cardinal Roger Etchegaray spoke on solidarity for the new migrations. Cardinal Etchegaray highlighted the new migratory flow caused by the enormous job market opened up by Saudi Arabia and the other oil states of the Arabian Peninsula. Mrs Sadako Ogata, United Nations High Commissioner for Refugees, talked on solidarity taken as the integration of the international juridical instruments. Mrs Ogata discussed the role of UNHCR and the importance of voluntary repatriation as the most desirable solution to the problem of refugees. In addition, she emphasized the need for greater action to help prevent new refugee situations from developing. Two of the speeches dealt with the role of the Catholic Church concerning migration in specific areas, the United States and Latin America. Six of the speeches focused on regional migrations: migration to East Asia; migration from countries of the Pacific to Australia; Islamic migrations to Europe; Maghrebian migrations, Africa; emigration from Eastern Europe to Germany
