Crossing the bridge of size : reaching a deal at Nice( )

1 edition published in 2000 in English and held by 3 WorldCat member libraries worldwide

This paper first presents the background to the Intergovernmental Conference (IGC) 2000 and the scope of the agenda. It then outlines the principal options and arguments touching each of the main points under consideration (size and composition of the Commission, weighting of votes, qualified-majority voting, closer co-operation between some countries), and looks at the prospects as of September 2000 for the results of the IGC. Finally, it highlights some broader concerns about how the institutional debate has developed, concentrating on the question of size, and considers what might be the most appropriate outcome of the IGC in the light of the need to ensure coherence and solidarity in an ever larger Union among the peoples of Europe.--SCAD summary

1 edition published in 1998 in Spanish and held by 3 WorldCat member libraries worldwide

Alternative regulations or complementary methods? : Evolving options in European governance( )

1 edition published in 2003 in English and held by 3 WorldCat member libraries worldwide

"Long gone are the days when the only choice for pursuing a Community objective was law, and law was adopted according to one main procedure. In many areas EU policy is formulated and implemented through a mixture of methods both legal and non-legal, European and national, public and private. After a flashback to recall some the main reasons why all these new methods have emerged, this article outlines the main features of two areas in which "self-regulation" and "co-regulation" are significant: environmental agreements and the social dialogue. It then gives an overview of the very different ways in which the "open method of coordination" is in fact being pursued. The final section then addresses some of the main issues which have been raised regarding the effectiveness and legitimacy of these new methods, and looks to the future."--Editor
The EU on the threshold of enlargement : how well prepared are the participants?( )

1 edition published in 2004 in English and held by 3 WorldCat member libraries worldwide

"The coming enlargement of the European Union is unprecedented in terms of the numbers of new members, the degree of diversity involved, and the high stage of integration reached by most incumbent member states, which makes it harder for newcomers to join in. How well prepared are the existing members on the one hand and the accession countries on the other? When can the new members be expected to enter the euro area?"--Editor

Understanding EU decision-making by Edward Best( Book )

3 editions published in 2016 in English and held by 3 WorldCat member libraries worldwide

This book presents in a concise and accessible way why the EU institutional system exists in its present form, how the EU fits into the world as a system of governance, and who is involved in EU policy processes. It outlines the historical context which has shaped the EU system, gives a summary of the system's basic principles and structures, and describes its actors, procedures and instruments. The main theme is to show that EU decision-making is not just a matter of action at some higher and separate level, of 'them and us', but rather that it involves different forms of cooperation between European, national and regional authorities, as well as interaction between public and private actors. Numerous short case studies illustrate how people's day-to-day activities are affected by EU decisions, and how individuals' concerns are represented in the decision-making process. The book provides insights and examples which will be very helpful for all students of European integration. It will also be a valuable resource for European citizens wishing to understand the basic realities and rationales, as well as some of the dilemmas, behind EU policy-making
