ASEAN, Preah Vihear, and Security in Southeast Asia by William Turner( )

Southeast Asia and its regional organization, the Association of Southeast Asian Nations (ASEAN), exhibit contradictory and paradoxical tendencies. With regards to security unity is professed and a set of norms that guides inter-state relations has been formulated, but at the same time intra-mural conflicts persist, and no mechanism for dispute resolution has developed within ASEAN. The conflict between Cambodia and Thailand over the disputed territory that surrounds Prasat Preah Vihear, a temple in the Dangrek Mountains, is one such contradiction. The purpose of this thesis is to examine ASEAN's approach to intra-mural conflict management, using the Preah Vihear conflict as a case study. The primary research question is that of what role is ASEAN able to play in maintaining intra-mural peace and security in Southeast Asia? In answering this question an analytical framework linking regional organisations and security is developed and applied to ASEAN following a detailed examination of its history and institutional structure and capacity. ASEAN's role in maintaining intra-mural peace and security, given its institutional structure, was expected to be a passive one, and ASEAN's reaction to the Preah Vihear conflict is found to conform to the expectations deduced from the analytical framework. In some ways, however, ASEAN departed from expected behaviour and the nature of this departure suggests that the precise parameters of ASEAN's role in maintaining intra-mural peace and security are contested. The political contestation over ASEAN's political norms is then turned to and it is argued that this contestation explains ASEAN's inability to develop an institutionalised method of crisis resolution. It is concluded that until consensus over ASEAN's core political values and norms can be forged, and as long as ASEAN continues to operate without a binding or legalistic dispute resolution mechanism, its ability to address intra-mural
