It begins with an overview of the compact city concept, its benefits, and its challenges (social, environmental, economic). Case studies are then presented for the Vancouver, Toronto, and Montreal regions. Each study attempts to: identify the full range of government agencies at all levels that have adopted policies to promote growth management or housing intensification; survey those policies; determine the degree to which the policies are linked between various levels of government; relate the policies to the policy context; and assess whether individual policies and the policy framework taken as a whole are likely to be effective in promoting growth management and intensification.
