The subject of this thesis is the study of one of the military doctrine which has had a preponderant role during the cold war for the formation of the french officer until the end of the 50'. The interest of this doctrine, for the political science is central to the definition of the role of the military's relationship with the political power. The study of the institutionalization of this doctrine known as the doctrine of "guerre révolutionnaire" (DGR) inside the french army made thru an analysis of discourse of the main social actors involved in the doctrinal field enlightened several salient points: - the leading role, at the liberation, of General de Lattre, in the formulation of a will to modernize the french military doctrine. This modernization will lead to the integration of behavioural social sciences in the military knowledge and the formulation of the psychological action and warfare. - the heading of "guerre revolutionnaire" expression synthesized the captation of this will of modernization by the colonial infantry and its implementation of the general staff section of psy war during the Indochina and Algeria conflicts. - the codification of this doctrine at the "école supérieure de guerre of Paris, takes place in an atmosphere of political-military tension which provokes conflicts within the doctrinal field. Those conflicts take roots in the will of some officers advocating a more active role of the army in social and political matters. We analyzed also the international aspects of the DGR, pointing out the participation of foreign officers into its elaboration, propagation and applications. A case study demonstrated the technological strength of the french doctrinal discourse in Argentina, hub of the propagation of the DGR thru South America. By this, we have examined the importance of this doctrine during the period 1960-1983 in the establishment of a special type of military dictatorship, pointing out in one hand, the main role played by french military advisors during 1959-1966 period, teaching the DGR at the argentinean army, and in the other hand, the training of argentinean officers at the ESG of Paris between 1952 and 1960

This thesis makes a study of the "administrateurs civils" graduated from the "Ecole nationale d'administration" who are working in Parisian ministries. Dealing with the theory of elites, the sociology of the professions, the administrative science and the study of public policy-making, this work is based on statistics, long semi-directive interviews and ethnographic methods of observing. The opus is divided into five chapters. The first chapter analyses the "énarques" sociogenesis before their access to the school (origins, socialization, etc.). The second one describes the double process which takes place at the ENA : it creates conformity and cultural homogenization by shaping the "énarques" according to the pattern, as well as corporative differentiation by classing them on the ending list. The third chapter studies the variety of the careers and, after various analyses upon those very French phenomena, "pantouflage" and politicization, concludes that the "administrateurs civils" are not a real corps. The fourth chapter makes a study of the occupations and the everyday life of the French civil servants : it underlines both the existence of local cultures - ministerial even directional - and of a global "state culture" that the "énarques" guard and promote just by doing their job because it is their common "status culture". The last chapter, studying the role of the "administrateurs civils" within the public decision-making, evaluates the very nature and the limits of their power over the French society governing processes. At last, the "adminstrateurs civils" appear ambiguously to be servants and/but ministers

En étudiant l'Association des Maires de France depuis son origine, cette thèse poursuit une double ambition. Elle entend montrer comment les dirigeants de cette organisation ont contribué à façonner les pratiques et les représentations des maires et préciser quelles sont les conséquences de leur action collective sur les formes successives du régime républicain. Centrée sur l'étude de l'action collective des élus locaux au plan national, elle tente de promouvoir une analyse simultanée de la vie politique locale et nationale pour interpréter 1 'histoire des régimes politiques français. Cette thèse s'efforce de mettre en évidence les effets de l'ancrage des élus dans des territoires et des institutions locaux sur le fonctionnement des institutions centrales. L 'histoire des régimes politiques français repose classiquement sur une analyse de la concurrence que se livrent les différentes autorités institutionnelles. Cette thèse montre également le rôle majeur que jouent le Sénat, les collectivités locales et les associations nationales d'élus locaux dans la négociation des arrangements institutionnels. Parce que les mandats locaux revêtent une importance structurelle dans la carrière d'une fraction toujours importante du personnel politique et que les ressources que les positions de pouvoir locales confèrent à leurs détenteurs sont considérées comme cruciales, il était nécessaire d'en tenir compte. Il en résulte que les élus locaux, de différents partis, tels qu'ils se regroupent au sein de l'Association des Maires de France ont influé de manière très significative sur le cours de 1 'histoire institutionnelle et constitutionnelle française. Si le Conseil Constitutionnel peut aujourd'hui élaborer un droit constitutionnel local, c'est d'abord parce que les élus locaux ont réussi à obtenir l'inscription du principe de libre administration dans la Constitution, contre d'autres acteurs, tel que le général de Gaulle, qui tentaient de s'y opposer en 1958

L'objet "médiateur de la république" est un moyen de valider et d'ouvrir certaines hypothèses en sociologie des institutions. La question des origines de ce rôle est, tout d'abord, posée. Ce sont des controverses dans des univers professionnels distincts qui feront émerger, presque par mégarde, la loi du 3 janvier 1973. Nous traitons ici des redéfinitions de la science administrative, des critiques doctrinales opposées aux juges, des effets du gouvernement de j. Chaban-Delmas quant aux manières de penser les relations administrationadministres et des conséquences, pour notre objet, de la nomination de P. Messmer. Nous nous attachons ensuite à une étude localisée de l'institution. On s'appuie ici sur deux monographies réalisées dans l'aube et l'eure-et-loire auprès des délégués du médiateur et d'autres types d'"intermédiaires de proximité". Ce sont des savoir-faire et des trajectoires professionnelles spécifiques qui donnent consistance à ce role. Il s'agit, enfin, d'une étude concrete de l'institution dans les locaux parisiens de la médiature. Ce role s'anime, en partie, par les différentes tâches réalisées dans les secteurs d'instruction. On tente également de comprendre pourquoi les divers titulaires ont été portés à se munir de principes d'action propres. Cette thèse se propose d'étudier la manière dont la réflexion et les pratiques de l'opinion publique se sont progressivement transformées, à partir de 1935, dans les démocraties occidentales, à la suite de l'avènement des sondages d'opinion. Un chapitre préliminaire recense les conceptualisations primitives de la notion d'opinion publique depuis la seconde moitié du XVIIIe siècle. Le chapitre premier décrit les difficultés rencontrées par la pholosophie politique, dans leur recherche d'une définition et d'une mesure de l'opinion, avant 1925. Le chapitre second analyse les conditions sociales d'invention, de réception et de réussite des enquêtes d'opinion aux Etats-Unis entre 1935 et 1950, dans l'université, dans la presse et auprès des acteurs politiques. Le chapitre trois étudie l'importation des enquêtes d'opinion en France à partir de 1938 et les obstacles rencontrés pour leur diffusion. Le quatrième et dernier chapitre étudie les modalités de conversion de la société francaise à cette méthode nouvelle entre 1945 et 1965. L'ensemble de la thèse vise à faciliter la compréhension et l'explication du rôle et de l'importance prise après cet instrument dans nos sociétés et dans notre vie politique
