This paper examines the problems raised by the recent sharp increases in the ratio of public debt to GNP in most OECD Member countries. When interest rates exceed growth rates, this development appears as a symptom of instability in public finances. The paper also analyses the evolution of public debt within the wider framework of the government sector's net worth. One particular aspect of this approach -- the implicit pension liabilities of governments -- is seen to have a significant bearing on the debt outlook in several countries. Finally, the paper assesses the sensitivity of the public debt profile under alternative fiscal policy settings

La maturation des fruits est un processus génétiquement programmé qui implique la modification de l'expression d'un grand nombre de gènes. Le rôle déterminant de l'éthylène dans le contrôle de la maturation des fruits climactériques a été montré par des approches physiologiques et moléculaires. Cependant, des études récentes ont révélé l'existence au sein du processus de maturation climactérique d'une partie indépendante de l'éthylène. L'intervention éventuelle d'autres hormones telle que l'auxine dans le processus de maturation a été soulevé depuis longtemps. Il est admis maintenant que la réponse aux hormones se traduit par une modulation différentielle de l'expression génique qui fait intervenir des facteurs de transcription spécifiques des différentiels basés sur l'utilisation de le RT-PCR pour isoler des gènes codant pour des facteurs de transcription régulés différentiellement au cours du développement du fruit et en réponse à l'éthylène dans la tomate. Il est montré ici pour la première fois que les gènes codant pour les facteurs de transcription de l'auxine, du type ARF et Aux/IAA, sont fortement et différentiellement régulés par l'éthylène chez la tomate. La caractérisation physiologique et moléculaire suggère que ces gènes pourraient représenter un lien où se croisent les voies de transduction des signaux auxine et éthylène. Des approches de génétique inverse ont été adoptées pour étudier le rôle de ces facteurs de transcription

Neutral lipid accumulation by microalgae has recently regained considerable interest as these organisms are considered as a promising feedstock for the production of renewable biodiesel. Nitrogen deprivation is well described as a trigger for neutral lipid accumulation in various species of microalgae including Chlamydomonas. However nitrogen deprivation provokes a stop in protein synthesis and cell division, therefore limiting microalgal biomass productivity. In order to elucidate mechanisms of lipid accumulation in Chlamydomonas reinhardtii, a mutant exhibiting elevated TAG levels is characterized. The mutant exhibits reduced chlorophyll butelevated starch and neutral lipids under strong illumination in replete medium. Genomic characterization has revealed 41 missing genes. This mutant has highlighted the link between luminosity and TAG biosynthesis. To gain insights into the differences in molecular mechanisms behind oil accumulation processes under nitrogen starvation to that of high light, lipidomic changes in separate wildtype cultures were observed. Results showed that despite intracellular TAGs were found to accumulate to lower levels in response to high light in comparison to nitrogen deprivation; the TAGs productivity was higher due to a persistent biomass production. Furthermore differences in both the lipid and protein composition were observed in lipidomes and proteomes determined by pure extracts of lipid bodies isolated from both conditions revealing differences in lipid bodies isolated from different conditions
