The investigation of the Office of Independent Counsel ("OIC") into the administration of several Department of Housing and Urban Development ("HUD") funding programs during the mid-1980s revealed a pervasive pattern of improper and illegal behavior by the participants in those programs. In particular, it revealed that these individuals routinely subverted HUD programs for their own purposes. Moreover, one program, moderate rehabilitation, was comprehensively abused; certain high-ranking HUD officials seized control of the award process for the increasingly scarce federal funds available under this program and awarded them to benefit their friends, their families, themselves, and other well-connected individuals, without regard to competition, established process or procedure, or the actual housing needs of the nation and its low income citizens"--Introduction, page 1
