This study deals with three cases where the regional security aspect of Soviet decision-making was important. Firstly, the Baltic region will be considered. The Soviet strategy for promoting stability in the Baltic republics has been that of integration. The three republics have become politically and economically firmly integrated with the rest of the Soviet Union. Secondly, Soviet Central Asia will be analyzed. Here, the Soviet leaders decided that an intervention of Afghanistan would be the best measure to counteract alleged foreign influence. The third case deals with Soviet-Polish relations. During the Polish crisis of 1980-81 there was a definite possibility of the Soviet military invasion. One motive for an intervention would have been the destabilizing effects of the Western parts of the USSR that the Polish development had. However, another strategy was chosen, a strategy of non-intervention, namely that of martial law. The concerns for regional security could be studied both at the central and regional level. The republic level first party secretaries who supervise the political stability of their regions constitute an especially interesting source when studying the regional component in the Soviet decision-making. During the Brezhnev period the regional party secretaries became far more active in foreign policy matters than earlier. This fact has largely been overlooked in Western research on the Soviet Union

The general objective is to continue development of the remote sensing sonar concept for tracking surface and volume motion of the upper ocean, with or without the aid of detectable scattering layers. A linking algorithm was developed to track the motion of the surface and scattering layers. Optical flow methods were applied to sonar images as an alternative means of tracking volume motion to the coherent remote sensing algorithm reported earlier. The optical flow methods proved to be inappropriate. A number of display formats were explored, and the moving wireframe was found to be most effective. The algorithm and display were extended to the three-dimensional case

The designs and manufacture of several explosively-actuated, electrical closing switches are described. The switches are fast operating; can handle very high electrical power; are highly energy efficient, with low inductance and low resistance, when closed; but are able to withstand very high voltages when open. The switches exploit shock-induced conductivity effects in polypyromellitimide insulators (PPMI), e.g., Kapton. The key to the successful operation of the switches is to use them in the transverse mode of operation, i.e., where the detonation wave travels transverse to the applied electric field. Reflectivity curves are calculated for sea-ice/water boundaries in which the densities and sonic velocities in the two media are changed in increments. The resulting changes in the reflectivity curves are interpreted in terms of the influence of the parameters. Analysis is given indicating under which conditions reflectivity measurements can or cannot yield information about the values of sonic velocities and densities of the sea-ice and the water. Possible misleading measurements are indicated and the influence of Rayleigh waves on measurement is described. (Author)

This report continues the past effort by the author in establishing an approach to a general theory of C3 processes and an ensuing decision game. Previous work is corrected, modified, and extended here. An outline of a general C3 decision game is first presented, utilizing as an integral part, a formal theory describing the evolution of a typical C3 node state vector. The determination of the C3 decision game also requires an algebraic logic description pair assigned to the formal theory, such as probability logic or fuzzy logic, depending on the type of information considered. In the probability logic case, a general result concerning uniform approximation by linear-Gaussian mixtures of distributions is presented. This is shown to have potentially good applications for carrying out reduced calculations of evolving node state distributions, as functionals of pertinent distributions of various C3 variables and relations. Report describes the RAND Strategy Assessment System (RSAS) installation at the Naval Postgraduate School (NPS). The RSAS attempts to combine the best features of political-military gaming and analytic modeling. THe RSAS can be run in a near automatic mode with essentially two expert systems playing against each other or as an interactive game with human players. In between these extremes, the RSAS can be used as an analytic tool to support research and instruction. RSAS models are not yet completely developed to the satisfaction of Navy users. The Navy should continue to encourage development of maritime models and continued in-house expertise in the use of the system. When fully operational, the RSAS will be a unique system that will aid Navy analysts and decision-makers who, for the first time, will have models that can represent every level and location of the political and military dimensions of warfare simultaneously. For both estimation and classification problems, the benefits of using artificial neural networks include inductive learning, rapid computation, and the ability to handle high-order and/or nonlinear processing. Neural networks reduce the need for simplifying assumptions that use a priori statistical models (such as 'additive Gaussian noise') or that neglect nonlinear terms, cross-coupling effects, and high-order dynamics. This report demonstrates the usefulness for acoustic warfare applications of an interdisciplinary approach that applies the rigorous theory and algorithms of statistical learning theory to the field of artificial neural networks. In particular, this approach provides two important results; (1) a generalized way of viewing neural modeling in terms of statistical function estimation, and (2) a constrained minimum- logistic-loss polynomial neural network (PNN) classification algorithm. These classification neural networks train rapidly, provide improved discrimination, and use an information-theoretic approach to limit structural complexity and thus avoid over-fitting training data. The report documents the successful application of these algorithms for the purpose of discriminating among broadband acoustic warfare signals and makes recommendations concerning further improvement of the algorithms. This paper introduces a class of discrete time manpower models based on interactive Markov chains. Individuals make transition decisions which are conditionally independent of each other given the total occupancy of the levels of the organizational hierarchy. This allows recruitment, promotion, and resignation to depend on the state of the system. A number of specific manpower models are introduced and analyzed using an asymptotic characterization of such systems. The last section considers the evaluation of recruitment and promotion policies when the organization seeks to reach some goal
