Der Film setzt sich mit der Verantwortung der Wissenschaft für die Folgen ihrer Erkenntnisse auseinander. Erzählt wird nach der Komödie von Friedrich Dürrenmatt aus dem Jahr 1962 die Geschichte des Atomphysikers Möbius, der im Wissen um die tödlichen Folgen seiner Forschung versucht, diese vor der Öffentlichkeit zu verbergen. Er begibt sich als Patient in eine Nervenheilanstalt und gibt sein privates und berufliches Leben auf. Dort lebt er mit zwei Physikern zusammen, die ebenfalls als Verrückte getarnt sind und ihn im Auftrag der beiden größten Geheimdienste der Welt ausforschen sollen. Doch den Kampf um das Wissen gewinnt schließlich die Anstaltsärztin. Sie hat heimlich Kopien von Möbius Arbeiten angefertigt, die ihr dazu verhelfen, Macht über die gesamte Menschheit zu bekommen. Der Film behandelt die Gefahren, die von der Atomphysik auf die Menschheit ausgehen und die Frage, in welcher Weise ein Wissenschaftler für die Folgen der Forschung Verantwortung übernehmen kann.
