The Cold War is over. But a new type of multiplier structure with regional conflicts is emerging. Pressures to reduce military spending in the developed countries are increasing due to budget deficits, recession, need for investment in social infrastructure, and so on. Developing countries faced with the immense task of reducing poverty are unable to decrease military spending due to the emergence of regional conflicts and internal problems, whereas the dissolution of the Soviet Union creates new nuclear risks. Poland edged towards hyperinflation towards the latter half of 1989,but inflation fell dramatically after drastic reformswere enacted in January of 1990. We analyse the consistency betweenfiscal deficits and inflation targets and assess Poland's domestic and foreign debt management policies and the impactof the Brady debt reduction agreement on therelationship between fiscal deficits and inflation. We also assessthe impact of financial sector measures on seignioragerevenue and the sustainability of the low inflation strategy. Suchpolicies are shown to have a direct impact on thesustainability of inflation targets

In this paper we consider optimization problems defined by a quadratic objective function and a finite number of quadratic inequality constraints. Given that the objective function is bounded over the feasible set, we present a comprehensive study of the conditions under which the optimal solution set is nonempty, thus extending the so-called Frank-Wolfe theorem. In particular, we first prove a general continuity result for the solution set defined by a system of convex quadratic inequalities. This result implies immediately that the optimal solution set of the aforementioned problem is nonempty when all the quadratic functions involved are convex. In the absence of the convexity of the objective function, we give examples showing that the optimal solution set may be empty either when there are two or more convex quadratic constraints, or when the Hessian of the objective function has two or more negative eigenvalues. In the case when there exists only one convex quadratic inequality constraint (together with other linear constraints), or when the constraint functions are all convex quadratic and the objective function is quasi-convex (thus allowing one negative eigenvalue in its Hessian matrix), we prove that the optimal solution set is nonempty

Exchange rates typically exhibit time-varying patterns in both means andvariances. The histograms of such series indicate heavy tails. In thispaper we construct models which enable a decision-maker to analyze theimplications of such time series patterns for currency risk management.Our approach is Bayesian where extensive use is made of Markov chainMonte Carlo methods. The effects of several model characteristics(unit roots, GARCH, stochastic volatility, heavy tailed disturbancedensities) are investigated in relation to the hedging decision strategies.Consequently, we can make a distinction between statistical relevanceof model specifications, and the economic consequences from a riskmanagement point of view. The empirical results suggest thateconometric modelling of heavy tails and time-varying means and variances paysoff compared to a efficient markets model. The different ways to measurepersistence and changing volatilities appear to strongly influence thehedging decision the investor faces

This paper is concerned with linear dynamic factor models. In such models the observed process is decomposed into a structural part called the latent process, and a remainder that is called noise. The observed variables are treated in a symmetric way, so that no distinction between inputs and outputs is required. This motivates the condition that also the prior assumptions on the noise are symmetric in nature. We investigate the relation between optimalmodels and the spectrum of the observed process. This concerns in particular properties of continuity and consistency. Several possible noise specifications and measures of fit are considered
