The Cold War is over. But a new type of multiplier structure with regional conflicts is emerging. Pressures to reduce military spending in the developed countries are increasing due to budget deficits, recession, need for investment in social infrastructure, and so on. This is counterbalanced by the loss of jobs due to military cutbacks. Developing countries faced with the immense task of reducing poverty are unable to decrease military spending due to the emergence of regional conflicts and internal problems, whereas the dissolution of the Soviet Union creates new nuclear risks. The problems of international and regional security are interwoven with the declining world-wide economic condition, restructuring of economic alliance, environmental problems and declining manufacturing activities. The objective of this book is to present an integrated set of original papers from leading authorities in the field related to optimal balance between arms reduction and regional and international security. This paper is concerned with linear dynamic factor models. In such models the observed process is decomposed into a structural part called the latent process, and a remainder that is called noise. The observed variables are treated in a symmetric way, so that no distinction between inputs and outputs is required. This motivates the condition that also the prior assumptions on the noise are symmetric in nature. We investigate the relation between optimalmodels and the spectrum of the observed process. This concerns in particular properties of continuity and consistency. Several possible noise specifications and measures of fit are considered

We construct models which enable a decision-maker to analyze the implications oftypical timeseries patterns of daily exchange rates for currency risk management. Ourapproach is Bayesianwhere extensive use is made of Markov chain Monte Carlo methods. The effects ofseveral modelcharacteristics (unit roots, GARCH, stochastic volatility, heavy taileddisturbance densities) areinvestigated in relation to the hedging strategies. Consequently, we can make adistinctionbetween statistical relevance of model specifications, and the economicconsequences from a riskmanagement point of view. We compute payoffs and utilities from severalalternative hedgestrategies. The results indicate that modelling time varying features ofexchange rate returns maylead to improved hedge behaviour within currency overlay management

This paper reports on a series of signaling game experiments in which an informed sender can send a costly message in order to persuade an uninformed responder. We compare the behavior of two subject pools: 142 undergraduate students and 30 public affairs officials who are professionally familiar with strategic information transmission. We find some differences between the two subject pools in their roles of senders. Professional subjects behave more in line with the game-theoretic predictions, display a higher degree of separation, and earn more money. These differences are small and only weakly or marginally significant, though. Moreover, with respect to the more substantive qualitative questions regarding the impact of parameter changes and patterns of learning we find no differences between the two subject pools. Our conclusion is that the differences are not strong and systematic enough as to invalidate experimental results obtained with student subjects

Poland edged towards hyperinflation towards the latter half of 1989,but inflation fell dramatically after drastic reformswere enacted in January of 1990. We analyse the consistency betweenfiscal deficits and inflation targets and assess Poland's domestic and foreign debt management policies and the impactof the Brady debt reduction agreement on therelationship between fiscal deficits and inflation. We also assessthe impact of financial sector measures on seignioragerevenue and the sustainability of the low inflation strategy. Suchpolicies are shown to have a direct impact on thesustainability of inflation targets

In this paper we consider optimization problems defined by a quadraticobjective function and a finite number of quadratic inequality constraints.Given that the objective function is bounded over the feasible set, we presenta comprehensive study of the conditions under which the optimal solution setis nonempty, thus extending the so-called Frank-Wolfe theorem. In particular,we first prove a general continuity result for the solution set defined by asystem of convex quadratic inequalities. This result implies immediatelythat the optimal solution set of the aforementioned problem is nonempty whenall the quadratic functions involved are convex. In the absence of theconvexity of the objective function, we give examples showing that the optimalsolution set may be empty either when there are two or more convex quadraticconstraints, or when the Hessian of the objective function has two or morenegative eigenvalues. In the case when there exists only one convex quadraticinequality constraint (together with other linear constraints), or when theconstraint functions are all convex quadratic and the objective function isquasi-convex (thus allowing one negative eigenvalue in its Hessian matrix), weprove that the optimal solution set is nonempty
