"California National Guard on duty as riots spread in San Francisco"--Opening intertitle. Various medium long shots of waterfront-area streets where police increase the barrage of tear gas bombs as "the great dock strike grows ever more menacing." One of the injured is carried away; 3 deaths are reported and over 100 wounded in the day's fighting. More medium long shots of police firing tear gas in the streets. Troops sent by Governor Merriam patrol the pier area, cleared of strikers as a result of the gas bombs. "With the National Longshoremen's Board appointed by President Roosevelt endeavoring to settle the dispute, the governor declares the state is determined to maintain order"--Release version voice over. Governor Merriam addresses the camera from his desk: "I have ordered the National Guard of California to move into San Francisco's strike area to safeguard life, to protect state property, and to preserve order. There will be no turning back from the position I have taken in this matter."
