This report comes amid efforts by one of the Congressmen to resurrect bipartisan legislation he sponsored three years prior to protect the nation's power grid from cyber-attacks and other threats. According to this analysis, a lack of compliance with voluntary security standards has made the electric grid "highly vulnerable to attacks from Iran and North Korea" and additional dangers such as geomagnetic storms from solar activity. This analysis issues three major findings. The findings, based on its authors' survey of more than 150 utilities, cooperatives and federal entities owning major pieces of the nation's electric system, suggest the following: the electric grid is the target of numerous and daily cyber-attacks; most utilities only comply with mandatory cyber-security standards but not voluntary NERC recommendations; and most utilities have not taken concrete steps to reduce the vulnerability of the grid to geomagnetic storms. In addition to the third finding, the analysis reports it is unclear whether the number of available spare transformers is adequate to bring the nation's electric grid back online following a major incidence of sunspots or other geomagnetic storms
