Los Angeles police comb the Southern Calif. border for undesirables and hoboes as part of a new and controversial policy which closes the state border to the penniless. Vagrants are stopped at a checkpoint and escorted back across the border "in what is said to be the first state blockade of its kind ever attempted." Ariz. Governor Moeur states that he does not propose to allow his state to be a dumping ground for transients headed for California. A long line of cars awaits passage at one of 16 checkpoints. Family members climb out of their truck. "Just where they'll go from here is something of a riddle. Every incoming freight gets a thorough inspection by the hobo hunters [trains are patrolled and searched]; cops claim this is the only way to stop an influx of criminals and relief seekers; fingerprinting shows 60% have prison records, say the police ['undesirables' are fingerprinted].
