This proposal for the restructuring of teaching and learning in the Dundee College of Education (Scotland) evolved from a perceived need to identify and bridge any gap between education and society. The establishment of four Academic Councils was proposed to examine the following areas: (1) the management of learning and teaching from the unique resource facilities of the college; (2) the examination, and, when necessary, the revision of all courses to ensure their relevance to social, academic, and practical needs; (3) the establishment, where desirable, of relationships between departments which would assist fulfillment of the objectives of the college and simplify some administrative processes; and (4) the review of assessment techniques to harmonize with other changes. This structure has materialized and is now functioning. The four Academic Councils are responsible for studying, evaluating, and making recommendations on: learning management systems; course planning teams; departmental confederations; and academic assessment. A description is given of the progress of this proposal, its strengths and weaknesses are examined, and views are offered on the feasibility and desirability of interdepartmental cooperation in a four-year college program. Historically less emphasis has been put on the importance of attitude factors than on the skills of reading. When defining attitudes as a person's views, interests, expectations, and so on, attitude toward reading is a combination of all components that contribute to a person's underlying disposition to reading including expectations, interest, appeal of material, and personal satisfaction. One way to group these components is to consider the characteristics of the reader (internal) and the characteristics of the situation (external). If both components can be independently positive or negative then it would be possible to consider the effects of internal or external factors on the reader's skills. Four techniques are available for measuring attitudes: attitude scales, self-reports and interviews, the semantic differential, and the repertory grid. The planning of a reading curriculum can be aided by the use of attitude analysis to learn what should be emphasized in a particular group or among readers generally. This might be especially important if it can be shown, for instance, that readers who have negative attitudes toward internal components and positive attitudes toward external components are poorer readers than those with opposite attitude scores.
