Juger aujourd'hui des capacités de gouvernement d'un État ou d'une collectivité territoriale revient le plus souvent à analyser et à tenter d'évaluer les actions et politiques publiques qu'ils mettent en œuvre dans différents domaines (éducation, santé, emploi, culture, urbanisme, transport, etc.). Ainsi, l'analyse des politiques publiques est devenue depuis plus d'un demi-siècle, au sein de la science politique, une des spécialités les plus reconnues, fournissant à la fois des cadres analytiques et des outils d'aide à la décision. En son sein, une perspective de socio-histoire de l'action publique s'est fortement développée depuis les années 1980, persuadée que seule une mise en perspective sociologique et historique de ces actions publiques permet d'en comprendre toute la complexité et d'en tirer des leçons pour gouverner. Fort de ce constat, ce livre poursuit trois ambitions majeures : revenir sur la construction sédimentaire de l'analyse des politiques publiques en posant les principaux jalons ; analyser ce que peut représenter, en son sein, le tournant socio-historique, tout en effectuant un bilan des travaux produits depuis une trentaine d'années dans ce cadre et proposer un véritable programme de recherche en socio-histoire de l'action publique

Starting from a famous controversy on the nature and importance of the differences between French and British systems of colonial administration in tropical africa, we will analyse the comparative and scientific discourses of four people taking part in the training of colonial administrators in France and Great Britain between 1930 and 1950 and trying to develop a science of colonial administration. This science aimed at comparing the different systems of colonial administration of different colonizing countries, as it worked in practice at the local level. as we will see these four French and British analysts disagreed in their conclusions : the French saw lots of similarities and the British lots of differences. We will not try in this thesis to solve their controversy. Rather we will analyse their comparisons as such, that is their scientific and comparative discourse. We will try to see how these were influenced in each country by conceptions of government specific to a certain elite, but also by strategic considerations connected to a national (institutional) and international (political) contexts

On 16 April 2002, the French Journal officiel announced the creation of a new grand corps merging the former Ponts et Chaussées, Aviation Civile, Météo France and the Institut geographique national. Founded in 1716, the Ponts et Chaussées thus re-emerged in a completely redefined form if under the same name. The merger of these four high ranking French civil servants attached to the Ministry of Equipment was accompanied by an in-depth reflection on the identity of the new grand corps. The model favoured by these civil servants was that of 'managing engineers'. Accordingly, the teaching content of the national school of the Ponts et Chaussées was entirely revamped to favour a focus on public management. It took seven years to move from the initial formalisation of the fusion process to the development of a new unified training approach. It has been claimed that this reform answers a need for enhanced managerial competence as part of the wider modernisation of the state. This study reveals a number of other essential factors that shaped the reform; these factors resulted from the interaction of corporatist and administrative logics. The focus on this reformed framework and the changing status of these high-ranking civil servants underlines the importance of inter-ministerial negotiations, and bargaining between the body itself and the rest of the state apparatus. It points to tensions in relation to symbols and resources, identities and self-perceptions, strategies and interests. Perhaps even more importantly, the study reveals the images that were embraced in the course of attempts to reshape perceptions regarding the role of the state and appropriate public action in the light of managerial needs. The systematic study of this interaction between managerial ethos and civil service values points to a reform which embodies the attempts of civil servants to use public management to reassert and reinforce their position, and to 'bring the state back in'

There has been a large number of recent studies in respect of cities in international markets, their competitive advantages and their relationship with the international level. However there has been few analysis with regards to the political influence of cities' international strategies. Going transnational implies that one should consider the collection of international labels which ensue from the interactions between different actors and the circulations of ideas across boundaries. Studied from a transnational viewpoint, the issue of world heritage cities in Lyon and Quebec shows to what extent world heritage is seen as a label by the mayors and the main actors of such cities. Moreover world heritage owe much to social logics and political discussions between local, national and international actors. By being connected cities beneficiate from flows, circulations and multi-level relationships which form important resources in the field of governance, competition between cities and their relation to their national government. By taking part in political discussions to build world heritage, cities are involved in special political and scientific activities. It implies that new local policies about heritage will be generated and such policies will also be influenced by their local and national environments. However the influence of states remains decisive on the transnational as they keep a considerable bargaining power and continue to shape the connections and the circulations of ideas. In such circumstances, cities could be politically restrained by their connection through world heritage

La thèse s'appuie sur l'étude monographique de la coopération entre les communes du bassin chambérien, depuis la création du premier syndicat en 1957, jusqu'aux élections municipales de 2001. Sur cette base empirique, la thèse interroge l'institutionnalisation de la coopération, c'est-à-dire les processus qui lui confèrent une existence objective, sur les plans pratiques et cognitifs. L'hypothèse centrale du travail est que cette institution produit localement des effets qui orientent durablement l'action des agents qui l'habitent, mais aussi leurs représentations. La structure intercommunale s'autonomise ainsi, en légitimant son action et ses référents, mais plus encore son intégration. La thèse emprunte donc très largement aux analyses néo-institutionnalistes. Plus encore, le point de vue défendu par la thèse est que l'entrée par l'institution - et l'institutionnalisation - est une clé d'analyse privilégiée pour comprendre et expliquer les dynamiques intercommunales en France

This work tries to tale the measur of change in public policy between 1960's and 1990's from the example of two single projects of building universities in Lyon and its suburbs. During this period, local authorities get in policy networks which govern these programs. However, local political leader's influence is not proportional to their financial participation. The inclusion of local authorities in policy networks is profitable essentially to the rector and the presidents of universities. Prefect's influence with this programms is in decline. At the central level, the intersectorial commitee (The "Commissariat général au plan" and then the DATAR) loose power comparing to the 1960's. This loss of power doesn't characterize the National Education Department. The minister and his entourage keep their power whereas central directions are not yet influent. The capacity to come to an agreement is not affected by the polycentrism of the policy networks. If their members are only able to act in urgent situations in the 1960's, their interests are much integrate in the contemporary period. The agreement's building is nevertheless inflationist and concerns only marginal aspects of the policy

Since the end of the 1990s, metropolitan representatives and metropolitan agents have claimed that Greater Lyon's method of government can be labelled as "governance" for it is now characterized by the implementation of policies that directly involve the "civil society". Erected to the status of emblem of Lyon, this "governance" would contribute to the international prestige of this city and promote its economic development. However, the two policies of so-called "governance" that are examined in this research work, do not address the transformations of the modes of metropolitan regulation this word is meant to sum up. Far from engaging with participatory actions on behalf of a number of different local actors in issues related to local economic development, these two policies reproduce a certain institutionalised way of cooperating with a very narrow group of actors, namely the official representatives of private firms who are thus raised to the rank of official partners of the metropolitan institution. Furthermore, since the 1970s, the ability of the metropolitan representatives and metropolitan agents to deal with local economic policies has mainly relied on such a close association with these representatives of the private sector. If the latter are highly competitive amongst themselves in the economic marketplace, they nonetheless manage to come together and form decision-making entities directed towards action in the public domain. The positions and roles of the metropolitan representatives and metropolitan agents are still nevertheless most important in the conduct of this private government of urban public action

Ce livre part du constat qu'il n'y a pas de réflexion sur le libéralisme sans pensée de la liberté mais que toute pensée de la liberté ne saurait être incluse dans les différentes formes de libéralismes. Les deux mots qui se trouvent au départ de cette interrogation renvoient à des réalités empiriques ou conceptuelles et à des chronologies a priori différentes. Liberté renvoie à une problématique millénaire, existant depuis que les hommes réfléchissent sur les formes possibles du vivre ensemble. Libéralisme se réfère davantage à un corps de doctrine qui trouve son origine dans une interprétation du rôle moteur de la liberté pour les échanges et les formes d'organisation de la société. Le pari de ce recueil d'études, transdisciplinaire par choix et par nécessité, est de confronter les deux notions dans leurs usages et leur histoire. Ce livre propose ainsi une cartographie plus fine de ces concepts que celles qui sont proposées par la littérature analytique (que ce soit la catégorisation duale d'Isaiah Berlin opposant liberté positive et liberté négative ou l'opposition désormais figée entre libéralisme et républicanisme). L'un des résultats de l'entreprise est ainsi de fournir un principe d'explication de la diversité des libéralismes, que la littérature contemporaine s'emploie trop souvent à décrire, indépendamment des moments historiques de leur institutionnalisation. This book acknowledges that there can be no reflection on liberalism without the concept of freedom but that no concept of freedom can be included among the different forms of liberalism. The two words which constitute the subject of this investigation refer to empirical or conceptual realities and a priori different chronologies. Liberty refers to an age-old problem, which has existed for as long as human beings have been reflecting on possible forms of living together.
