The national co-ordination of EU policy : the domestic level by Hussein Kassim( Book )

41 editions published between 2000 and 2004 in English and held by 563 WorldCat member libraries worldwide

"Eschewing the 'Europeanisation' problematic within which the issue is usually addressed, this book adopts a broader, more inclusive approach. It examines domestic processes and investigates co-ordination in ten member states - Austria, Belgium, Denmark, France, Germany, Greece, Italy, Portugal, Spain, and the United Kingdom - looking at co-ordinating ambitions, the actors involved in EU policy making, and the structures and processes by which policy is made." "From a comparative perspective, the book identifies and assesses the impact of the influences that have shaped systems of national co-ordination - the demands exerted by Union membership, the institutional structure of the national polity, the pre-existing balance between domestic institutions, administrative norms and values, and attitudes, both popular and elite, to European integration. It assesses the extent to which there has been a convergent response to the administrative challenges posed by membership on the part of the member states or whether a pattern of divergence emerges. The effectiveness of member states in influencing policy outcomes at the European level is also addressed."--Jacket

"Air Transport and the European Union investigates the emergence of the EU as a major policy actor in aviation and examines how Europeanization has transformed the governance, organization and structure of the sector since the mid-1980s. This paper outlines how extensively national administrations have penetrated the Community system. It describes the reasons of the increasing involvement of national administrations in the decision-making processes of the European Community and its impact: the policy-making has become more complex, more segmentalised and more obfuscated. It considers the theoretical concerns that relates to certain models of international integration applied to the Community or theories about the relationship between the Community and nation states within the Community.--SCAD summary

Policy networks, networks and European Union policy making : a sceptical view by H Kassim( )

1 edition published in 1994 in English and held by 3 WorldCat member libraries worldwide

The policy network approach and the networks model are the most recent conceptual frameworks to be applied to the policy-making processes of the European Union (EU) and are regarded by many as the most appropriate. This article, while acknowledging their appeal, puts forward a sceptical view over the usefulness of their application to the EU. Three contentions are advanced about these approaches: first, that the fluidity of EU processes eludes their capture; second, that they are insufficiently sensitive to the EU's institutional complexity and fail to recognise the importance of EU institutions; and third, that they underestimate the difficulty of delineating networks involving the EU.--SCAD summary

The National Co-ordination of EU Policy Vol. 2: The European Level by Hussein Kassim( )

2 editions published in 2002 in English and held by 0 WorldCat member libraries worldwide

Annotation This book is the second of two volumes that examine how EU member states co-ordinate their European policies. In this second volume, the focus is on the European level. The book investigates the strategies deployed by eleven member states -- Austria, Belgium, France, Germany, Greece, Ireland, Italy, the Netherlands, Portugal, Sweden, and the United Kingdom - and examines the role played by the permanent representation, and the structures and processes that link national officials in Brussels and at home. From a comparative perspective, the book identifies and assesses the organisation, functions and effectiveness of the permanent representation, and the part that it plays in the national system of co-ordination. It considers the influences that have shaped systems of national co-ordination -- the demands exerted by Union membership, the institutional structure of the national polity, the pre-existing balance between domestic institutions, administrative norms and values, and attitudes, both popular and elite, to European integration. It assesses the extent to which there has been a convergent response to the administrative challenges posed by membership on the part of the member states or whether a pattern of divergence endures. The question of effectiveness is also addressed. The companion volume explores co-ordination institutions, structures and procedures at the domestic level. Looking at ten member states, it offers a comprehensive comparative analysis ofthe way in national governments organise European policy making
